      Tianxia est une forme politique née dans l'antiquité chinoise, mais qui est adaptée à notre temps, alors que la mondialisation, notamment technologique, bat son plein, et que les formes politiques issues de la modernité marquent leurs limites. Elle comprend « tout ce qui est sous le ciel », sans rien rejeter hors d'elle, contrairement aux traditions issues du monothéisme, notamment occidental.
      Tianxia is a political regime born in ancient China, but that fits our time as technological globalization is in full swing and modern political forms are reaching their limits. Tianxia includes « all-under-heaven », without rejecting anything, contrary to the monotheist traditions, especially Western ones.

      Cet article présente le nouveau livre de Zhao Tingyang, professeur à l'Institut de Philosophie de l'Académie chinoise des Sciences Sociales : « De la contemporanéité du Tianxia ou la possibilité d'un monde fondé sur le système Tianxia », Citic Press, Beijing, 2016. Le livre définit le concept du Tianxia comme un système de gouvernance juxtaposant la Terre, la psychologie des peuples et une institution mondiale inclusive. Zhao Tingyang s'appuie sur l'expérience historique de la Dynastie des Zhou (1046-256 av J.C.). A partir des écrits classiques chinois et étrangers, il restitue et analyse les conditions historiques de l'avènement et du déclin du système Tianxia de la dynastie des Zhou, qui dans sa conception d'un monde inclusif, était en avance sur son époque. Par la suite, le Tianxia inspira le système politique chinois, que Zhao décrit comme un véritable vortex formé par le jeu de la conquête de la plaine centrale sans cesse renouvelée et qui entraînait peuples et ethnies attirés par les ressources naturelles et spirituelles de cette plaine centrale. Zhao oppose le système Tianxia érigé en théorie politique aux théories politiques modernes des Etats-nations venues d'Occident. Il propose le système Tianxia comme une nouvelle politique qui prendrait le monde et sa souveraineté comme sujets.
      This article presents the new book by Zhao Tingyang, Professor at the Institute of Philosophy of the Chinese Academy of Social Sciences: “A Possible World of All-under-heaven System“, Citic Press, Beijing, 2016. The book defines the concept of Tianxia as a system of governance juxtaposing the Earth, the psychology of peoples and an inclusive global institution. Zhao Tingyang draws on the historical experience of the Zhou Dynasty (1046-256 BC). From the classical Chinese and foreign writings, he restores and analyzes the historical conditions of the advent and decline of the Tianxia system of the Zhou dynasty, which in its conception of an inclusive world was ahead of its time. Subsequently, the Tianxia inspired the Chinese political system, which Zhao described as a veritable vortex formed by the continually renewed conquest of the Central Plain and which brought people and ethnic groups attracted by the natural and spiritual resources of this Central Plain. Zhao opposes the Tianxia system erected in political theory to the modern political theories of the nation-states coming from the West. He proposes the Tianxia system as a new policy that would take the world and its sovereignty as subjects.

      Le but de cet article est de présenter le concept chinois classique de Tianxia (天下) dans son application contemporaine aux relations internationales autant dans ses variations chinoises datant des années 1990 que dans ses développements les plus récents aux États-Unis, en faisant référence aux ouvrages notamment de Zhao Tingyang et Salvatore Babones – en plaçant ceux-ci dans la perspective discursive de l'Orientalisme et de l'Occidentalisme.
      The aim of this paper is to present the contemporary developments of the classic Chinese concept of Tianxia (“All under Heavens”) in the field of International Relations (IR) made both by Chinese PRC scholars since the middle of the 1990's and more recently by North American scholars in the last five years. The writings of Zhao Tingyang and Salvatore Babones about Tianxia and IR will be analyzed from the perspective of Orientalism and Occidentalism.

      Le système Tianxia de Zhao Tingyang est devenu un sujet très discuté depuis qu'il l'a évoqué dans le cadre de la Conférence de la culture de la connaissance à Goa, en Inde en 2005. Certains commentateurs ont apprécié la capacité de ce système à répondre, en tant que vision du monde, à certains problèmes posés par le développement global. D'autres se sont montrés plus critiques. Cependant, beaucoup de ses critiques ont une compréhension erronée des théories de Zhao. Cet article vise à montrer comment le système du Tianxia de Zhao a été mal compris et répond à ces incompréhensions.
      Zhao Tingyang's Tianxia System has become a hot topic of discussion since he first introduced it during the 2005 Culture of Knowledge conference in Gao, India.1 Some commentators have spoken highly of this system as a worldview that can address problems in global development.2 Others have lodged criticisms against it.3 However, many critical commentators have an inaccurate understanding of Zhao's theories. This paper aims to show the ways in which Zhao's Tianxia System has been misunderstood and responds to misinterpretations of his theories.
