    Les laotiens dans la guerre d'Indochine, 1945-1954 De 1945 à 1954, les forces terrestres d'Extrême-Orient (FTEO) recrutèrent de nombreux combattants laotiens pour assurer la défense du Laos et dégager des troupes pour les autres théâtres d'opérations. La reconnaissance de l'indépendance du royaume conduisit à la mise sur pied d'une armée nationale laotienne qui ne cessa de se développer jusqu'au cessez-le-feu. Les combattants laotiens ne jouissaient pas d'une grande réputation militaire mais ils firent néanmoins leur devoir dans de nombreuses circonstances. Leur encadrement resta à la charge des FTEO en dépit des efforts laotiens de formation. En réalité, seule l'aide américaine permit la constitution d'une armée nationale lao.
    Les laotiens dans la guerre d'Indochine, 1945-1954From 1945 to 1954, the French land forces in the Far East (FTEO) recruited many Laotian soldiers to serve for the defence of Laos and have troops ready for other military operations. Acknowledging the independence of the kingdom resulted in the foundation of a National Laotian Army which continued to grow until the cease-fire. Although Laotian soldiers did not enjoy a high military reputation, they nonetheless, on many occasions, did their duty. The « FTEO » remained in charge of their training despite Laotian efforts to take over the responsibility. In fact, it was only through the help of the Americans that a National Laotian Army was established.

De 1914 à 1918, le manque d'effectifs entraîne finalement le Parlement à édicter des décrets successifs permettant un recrutement de soldats et de travailleurs « indigènes » de plus en plus important grâce à des hommes comme Blaise Diagne et le général Mangin. L'après-guerre repose la question de la citoyenneté des recrues des colonies.
    Le recrutement dans l'empire colonial français, 1914-1918The French colonial Empire was hardly completed in August 1914 before certain generals who had participated in colonial wars and the war of 1870 considered it as an essential contribution to the French Army, a viewpoint hardly shared by the government. The shortage of troops from 1914 finally led Parliament to enact decrees allowing for the enlistment of a number of native soldiers and workers ; thanks to men like Blaise Diagne and General Mangin, the number constantly increased. The aftermath of the war revived the question of citizenship for colonial recruits.

Confrontés à un conflit moderne, ils apportèrent pourtant leurs qualités traditionnelles de chasseurs : courage, endurance, adresses au tir. Leur incorporation suscita des mécontentements chez les Canadiens d'origine européenne et posa, à la fin du conflit, la question de la reconnaissance. La distribution de terres fut une solution mais la moitié des colons échoua dans sa nouvelle vie.

    Some 3,500 natives from the Canadian Aboriginal minorities took part from 1914 to 1918 in the war effort of the Canadian Expeditionary Corps in France. Confronted with modern warfare, they brought into it their traditional qualities ; courage, endurance, and their skill in shooting. Their enlistment aroused discontent among Canadians of European origin and at the end of the war raised the problem of recognition. The allotment of lands seemed to bring a solution to these problems, but it ultimately proved a failure, since half of the new settlers did not succeed in their new life.

    Le militaire des élèves officiers marocains de Dar El-Beïda à MeknèsL'École militaire de Dar el-Beïda, actuelle Académie royale militaire (ARM), fut créée par le général Lyautey fin 1918 à Meknès. Le recrutement des élèves était fait uniquement dans l'élite de la société marocaine. Cette institution moderne, unique en son genre en Afrique du Nord et subsaharienne, était destinée à former des officiers marocains appelés à encadrer la troupe marocaine (infanterie et cavalerie) au sein de l'armée française. Ils exerçaient ensuite des fonctions administratives, telles que pachas, caïds ou khalifa dans les différentes régions du pays... Dar el-Beïda a ainsi contribué à former de jeunes cadres militaires marocains qui furent utilisés dans les différentes campagnes de « pacification », à l'intérieur même du pays, ainsi que dans les nombreux conflits extérieurs que l'armée française eut à mener. L'École connaîtra de nombreuses réformes et s'ouvrira davantage sur son environnement.

    SUMMARY. — The Military School of Dar el-Beïda, at present the Royal Military Academy (RMA), was created in Meknès at the end of 1918 by General Lyautey. Its pupils were recruited only from among the elite of Moroccan society. This modern institution, the only one of its kind in Northern and Sub-Saharan Africa, aimed at training Moroccan officers to supervise Moroccan troops (both infantry and cavalry) in the French Army. They were later appointed to state positions, such as pachas, caïds or khalifa, in various parts of the country. Thus Dar el-Beïda contributed to the training of young Moroccan military officers who played a role in various campaigns of pacification inside the country itself, as well as in numerous conflicts abroad in which the French Army had to intervene. The School passed through several reforms and will expand its operations further.

Son but était d'empêcher l'armée allemande de déboucher dans la trouée de Belfort pour prendre à revers la ligne Maginot. Si cette crainte n'a pas constitué la préoccupation première du haut commandement français et ne venait qu'en troisième rang, après une invasion de la Belgique, hypothèse privilégiée, et une attaque frontale de la ligne Maginot, son étude présente pourtant plusieurs intérêts. Elle illustre la stratégie méthodique développée par le général Gamelin, commandant en chef des forces terrestres françaises, et témoigne en particulier de ses a priori et de son caractère hautement spéculatif. Même si l'armée allemande n'a jamais envisagé une telle opération, cette crainte a eu aussi des effets pratiques : l'hypothèse suisse a fixé inutilement et durablement un nombre conséquent de grandes unités qui ont fait défaut là où la bataille de France s'est véritablement jouée en 1940.

Its aim was to prevent German Army from taking the Maginot Line in the rear. If this fear was not the principal concern the French High Command, but rather its third, after the invasion of Belgium and a frontal attack of the Maginot Line, its study nevertheless presents several points of interest. It illustrates the methodical strategy employed by general Gamelin, commander in chief of the French forces, and attests in particular to its a priori and highly speculative character. Even if the German Army had never envisaged such an operation, this fear had also had practical effects : the Swiss hypothesis had long and needlessly immobilized a significant number of large units which were absent in the battle of France.

Hitler, qui décida d'attaquer l'URSS dès la fin juillet 1940 et qui ajourna l'Opération « Otarie » le 17 septembre, n'informa son ministre qu'en mars 1941. Or, dès l'automne 1940, Goebbels sut revenir à plus de réalisme, en donnant les signaux de la prise d'autonomie relative de la propagande par rapport aux militaires et même à Hitler. Ce premier apprentissage du sorcier marque le passage de la propagande à court terme à une propagande à long terme. C'est aussi la prémisse du grand tournant, la défaite de Stalingrad.

    SUMMARY. — The Battle of Britain marked the first defeat of Goebbels – despite himself. Hitler, who had decided to attack the USSR as early as the end July 1940 and adjourned Operation « Sealion » on 17 September, informed his minister only in March 1941. Yet, as early as autumn 1940, Goebbels was no longer unrealistic, for his propaganda could operate fairly independently of the control of the generals and even Hitler. This first apprenticeship meant, for the wizard of propaganda, a transition from short-term propaganda to long-term propaganda. It also served as a premise of the great turning point, the defeat at Stalingrad.

    Le programme militaire biologique français, 1947-1972Trois ans à peine après la fin de la Seconde Guerre mondiale, dès 1948, la France relance un programme militaire de guerre biologique interrompu en 1940 par l'occupation allemande. Si les premières années de ce programme furent marquées par un certain volontarisme, l'intérêt de la France pour les armes biologiques fut globalement non seulement fluctuant, jusqu'à la fin des années 1960, date de l'arrêt définitif de ces activités, et limité. L'émergence du programme militaire nucléaire français et les arbitrages budgétaires sonnèrent ainsi le glas des ambitions françaises en matière d'armes biologiques.
    Le programme militaire biologique français, 1947-1972Barely three years after the end of the Second World War, as early as 1948, France revived a military biological warfare program, that had been abandoned in 1940 due to German occupation. The first eight years of the program were marked by an effort to master every aspect of biological warfare from agents to delivery systems, but it was soon given second priority until, in the late 1960s, it terminated all its activities. The advent of a French military nuclear program, coupled with financial restrictions, were the main reasons behind the limited scope of French biological ambitions during that period.

    Le « travail allemand » : origines et filiations Le TA (Travail allemand) est une organisation mise en place en 1941 par la MOI (Main-d'œuvre immigrée, structure liée au Parti communiste français pour intégrer les militants d'origine étrangère). Son objectif était de pénétrer l'appareil militaire allemand pour renseigner la Résistance et tenter d'organiser les antinazis se trouvant parmi les hommes de troupe. Au départ, il fut animé essentiellement par des militants germanophones – souvent juifs – originaires des pays d'Europe de l'Est et par des Autrichiens. Les militants allemands présents sur le sol français ne le rejoignirent massivement qu'à partir de la fin de 1942, c'est-à-dire après l'entrée des troupes d'occupation en zone sud.
    Le « Travail allemand », origines et filiations. The TA (Travail allemand / « German labour ») was an organisation initiated in 1941 by the MOI (Main-d'œuvre immigrée / «Immigrant workers »), a structure linked to the French Communist Party and whose aim was to integrate foreign militants. The purpose of the TA was to infiltrate the German military machine in order to give information to the Resistance and to attempt to provide proper directions to whatever anti-Nazis existed among the troops. At the beginning the TA was staffed mainly by German-speaking militants – many of them Jews – from Austria or Eastern Europe. It was only at the end of 1942, when the army of occupation had invaded the Southern Zone, that German militants on French territory joined the TA in great numbers.
