      Durant la Première Guerre mondiale, les ports français sont intensément utilisés pour réceptionner hommes (soldats britanniques, des colonies ou américains) et marchandises (munitions, ravitaillement...). Après le débarque­ment, c'est au chemin de fer qu'il revient de les transporter à travers le territoire pour ravitailler le front certes mais aussi les populations civiles. Or ces flux ferroviaires en nette hausse bouleversent les courants de trafic traditionnels et imposent d'importants travaux à réaliser dans l'urgence dans les ports ou sur les lignes. Au-delà des travaux, le manque de matériel roulant ne permet pas une évacuation rapide des marchandises qui encombrent les ports. C'est pourquoi, dès 1915, des solutions novatrices d'exploitation (trains complets, rames navettes...) sont mises en place pour accélérer les flux, sans succès. Pourtant, face à toutes ces difficultés, les transports parviennent à s'effectuer, sous les bombardements et la mitraille, grâce à l'engagement sans faille de tous les hommes mobilisés.

      Throughout the First World War, French harbours were heavily used to welcome the men (British, Empire, and American soldiers) and to take delivery of goods (ammunition, supplies...). After disembarkment, men and matériel were transported cross-country by rail to provide both the front and the civilian populations. This sharp rise in rail traffic disrupted the traditional flow and required large-scale emergency construction in harbours and on railway lines. The lack of rolling stock, however, did not allow for a fast evacuation of goods that blocked the harbours. That is why, from 1915 onwards, innovative solutions for the use of the railway (full-length trains, short shuttles) were organized to quicken the flow. These solutions could not totally achieve the goal, but transport was nevertheless guaranteed, in spite of aerial bombing and machine-gun fire, thanks to the unfailing devotion to duty of all those mobilized.
    • La logistique du charbon, un enjeu clé de la mobilisation économique - Pierre Chancerel p. 23-36 accès libre avec résumé avec résumé en anglais
      Dans un contexte de pénurie associée à la hausse et au déséquilibre des prix, l'État français est amené à prendre en main l'approvisionnement du pays en charbon au cours de la Première Guerre mondiale. Après des mesures limitées à des achats d'urgence et au blocage des prix, le ministre de l'Armement Louis Loucheur instaure, au cours de l'été 1917, un système permettant à un Bureau national des Charbon de mettre l'ensemble du marché national sous tutelle. La politique suivie par cet organisme conduit à répartir les pénuries et les hausses de prix sur l'ensemble des consommateurs, ce qui tend à énoncer le principe d'une nécessaire unification du marché du charbon en France. Ces mesures sont renforcées dans l'après-guerre jusqu'en 1921. La crise du charbon conduit alors les différents acteurs économiques à énoncer des conceptions divergentes sur les principes qui doivent guider l'action publique : les uns militant pour une solidarité de branche, tandis que d'autres privilégient une approche régionaliste.


      Pierre Chancerel, Coal logistics, a key issue in economic mobilization
      In a time of shortage and rising and unbalanced prices, the French State in the First World War was induced to take over the coal supply of the country. After some measures that were limited to emergency purchases and price freezes, Louis Loucheur, the Minister of Supply, set up a system in the summer of 1917 whereby a National Coal Board placed the whole market under its supervision. Its policy was to share the shortages and rising prices among all consumers, which tended toward a necessary unification of the coal market. These measures were reinforced after the war and until 1921. The coal crisis then led the leading economic actors to express diverging viewpoints on the principles governing public policy, with some arguing for a central system and others for a regional approach.

      Le 6 avril 1917, les États-Unis déclarent la guerre à l'Allemagne. Pour les pays de l'Entente, qui sont fatigués par presque trois ans de combats, ce renfort est une très bonne nouvelle. Il s'agit néanmoins d'un extraordinaire défi matériel et logistique : en 1917, l'armée américaine est toute petite et ses futures zones de combat sont à plus de 5 000 km. Il faut donc organiser, le plus vite possible, une armée de plusieurs millions d'hommes et mettre en place la logistique nécessaire à son ravitaillement. Il faudra, pour cela, s'adapter aux conditions d'un pays déjà en guerre, s'y installer et fixer les modalités de coopérations avec les Français et les Britanniques. Notre article montre comment un tel défi fut relevé par les SOS (Services of Supply) de l'American Expeditionary Force du général Pershing.


      Gérard Péhaut, Supplying the American Expeditionary Force. The challenges facing supplies to the American Expeditionary Force in France from 1917 to 1919
      On April 6, 1917, the United States declared war on Germany. For the countries of the Entente that were exhausted after almost three years of fighting, this additional support came as very good news. Nevertheless, it presented quite an extraordinary material and logistical challenge. In 1917 the US Army was still small and its future combat zone was more than 3,000 miles away. They therefore had to ready, as quickly as possible, an entire army of several million men, and they had to set up the necessary logistics for its reinforcements and supplies. To this end they had to adapt to the conditions of a country already at war, establish their bases there and work out the terms of cooperation with the French and British. This article shows how the challenge was met by the supply services of the American Expeditionary Force led by General Pershing.
    • L'économie girondine de la guerre américaine en 1917-1919 - Hubert Bonin p. 63-78 accès libre avec résumé avec résumé en anglais
      L'alliance entre la coalition hostile aux Empires centraux et les États-Unis a nourri l'histoire militaire, humaine et sanitaire de la Grande Guerre. Mais il faut aussi mettre en valeur la guerre économique. Scruter les contours de celle-ci en Gironde permet de compléter les études transatlantiques publiées il y a plusieurs décennies sur ce thème, aves trois objectifs : reconstituer le pôle logistique girondin, le mini-système productif cristallisé pour les besoins de l'armée américaine et la filière aéronautique de l'US Navy.


      Hubert Bonin, The economy of Gironde and the US intervention in 1917-1919
      The alliance between the United States and the coalition at war with the Central Powers has already been the subject of study in its military, civilian and health domains. The economic domain needs also to be examined. Looking at the shape it took in Gironde allows us to complement the studies published several decades ago in America, with three objectives in mind: to reconstitute the logistical hub in Gironde, and to examine this small cluster of productivity set up to meet the needs of the US Army as well as the aeronautics sector of the US Navy stationed there.

      Le texte analyse les conséquences de la Première Guerre mondiale sur l'évolution du commerce extérieur français à partir de données annuelles désagrégées pour les pays et les produits. Le conflit mondial influence significativement les flux commerciaux des pays alliés et ennemis. Les parts relatives des pays neutres et des alliés nominaux ne sont pas affectées par le conflit. En conséquence, les pays alliés compensent seuls l'absence d'échanges entre la France et les pays ennemis. Au niveau des produits, les céréales, les armes, le fer, fonte et acier, la viande et la houille voient leur part augmenter tandis que la laine et la soie connaissent une diminution de la leur part dans les importations totales. À plus long terme l'article suggère une résilience du commerce extérieur français au choc de la guerre. La France retrouve la même structure géographique des débouchés et la même structure de spécialisations concernant les produits.


      Stéphane Becuwe & Bertrand Blancheton, French foreign trade and the Great War: ruptures and continuity
      This article analyses the consequences of the First World War on French international trade by using annual desegregated data for countries and products. It influenced significantly commercial flows with enemy and Allied countries. The share of neutral countries remained stable. Allied countries compensated for the lack of exchange with enemy countries. Insofar as products were concerned, the import of wheat, weapons, iron, steel and coal increased, while that of wool, silk and meat decreased. In the longer term, the First World War did not change the structure of French foreign trade: France retained the same pattern of outlets and partners.

    • Le Figaro de Pierre Brisson sous Vichy : journal libéral et légaliste - Philippe Jian p. 99-114 accès libre avec résumé avec résumé en anglais
      L'historiographie de la presse des années noires retient le combat mené par Le Figaro replié en zone libre contre la Censure et la forte opposition de son supplément littéraire au moralisme ambiant. L'approche nous semble cependant bien incomplète tant elle néglige la ligne éditoriale du journal de Pierre Brisson qui illustre d'une part cette utopie qu'a représentée la Révolution nationale auprès des libéraux conservateurs nostalgiques du poincarisme et d'autre part, la foi inébranlable en la revanche dans le seul cadre de la continuité de l'État que représente le maréchal Pétain.

      Philippe Jian, Pierre Brisson's Le Figaro in the time of Vichy: a liberal and legalistic newspaper
      Historiography of the French press at the time of the German occupation clings to the notion that Le Figaro, having withdrawn to the Free Zone, struggled against censorship and harboured a literary supplement strongly opposed to the morality in vogue. Such an approach appears to us to be seriously incomplete, insofar as it neglects the editorial line of Pierre Brisson's newspaper which holds, on the one hand, to the utopia promised by the Révolution Nationale to conservatives nostalgic for Poincarism, and on the other hand to unwavering faith in the revanchist continuity of Marshal Pétain.

      La campagne germano-italienne de 1941 à 1942 en Afrique du Nord et l'affaire de Malte ont mis l'accent sur les différences stratégiques entre les deux puissances de l'Axe. Le génie tactique de Rommel était indiscutable ; mais la réputation de Rommel valorisa la victoire britannique et on insista à tort sur les échecs de l'allié italien.


      Michel Ostenc, The Axis in North Africa (1940-1942)
      The German-Italian campaign of 1941 – 1942 in North Africa, together with the Malta affair, point out strategic differences between the two Axis Powers. The tactical genius of Rommel is beyond question, and his reputation is such that it serves to enhance the British victory. It is wrong to make too much of the failure of his Italian ally.
    • Les exécutions d'otages en France au premier semestre 1942 - Louis Poulhès p. 139-152 accès libre avec résumé avec résumé en anglais
      Entre deux grandes vagues d'exécution d'otages, celle de septembre-octobre puis décembre 1941, et celle d'août-septembre 1942 renouvelée en octobre 1943, les 251 otages exécutés entre janvier et mai 1942 sont mal connus. Leur étude met en lumière « l'imaginaire répulsif » des nazis qui visent principalement communistes et Juifs. La très fréquente dispersion des exécutions sur le territoire occupé peut être interprétée comme une tentative contradictoire du commandement militaire allemand de conserver un impact fort à ces mesures tout en tout en gardant une relative modération.

      Between the two great waves of hostage executions, the first in September-December 1941 and the second in August-September 1942 (renewed in October 1943), the execution of 251 hostages between January and May 1942 is not well known. The image that comes to mind is reminiscent of the repulsive image of the Nazis in the special treatment they inflicted on Communists and Jews. The very frequent dispersal of the executions across the occupied territory can be interpreted as an attempt of the German military command to maintain a strong impact at the same time that it held to a relative moderation.
