    • Ce que le Fonds social européen fait à l'action publique locale : Reconfiguration des rapports institutionnels, redéfinition des rôles professionnels - Vincent Lebrou, Luc Sigalo Santos p. 8-33 accès libre avec résumé avec résumé en anglais
      Depuis les années 1990, le Fonds social européen (FSE) est l'un des principaux instruments d'intervention de l'Union européenne au sein des États membres. Pourtant, les enjeux de pouvoir qui sous-tendent son déploiement à l'échelle locale demeurent mal connus. À partir des résultats d'enquêtes ethnographiques sur des administrations départementales et régionales, les auteurs analysent la façon dont ces crédits communautaires sont appropriés, loin de Bruxelles, par les agents en charge de leur gestion quotidienne. Déconstruisant une vision enchantée du « partenariat », ils montrent que le FSE nourrit des stratégies concurrentielles qui contribuent à reconfigurer les rapports institutionnels locaux. Ils montrent également comment ce processus participe à redéfinir les rôles bureaucratiques, en érigeant la rigueur gestionnaire au sommet de la hiérarchie des compétences professionnelles légitimes.
      Since the 1990s, the European Social Fund (ESF) has been one of the European Union's main instruments of intervention in the Member States. Yet, the power issues underlying its local deployment remain poorly understood. Based on the results of their ethnographic surveys of departmental and regional administrations, the authors analyze the way in which these funds are appropriated, far from Brussels, by the agents in charge of their day-to-day management. Deconstructing an enchanted vision of “partnership”, they show that the ESF feeds competitive strategies that help reconfigure local institutional relations. They also show how this process helps to redefine bureaucratic roles, building managerial rigor at the top of the hierarchy of legitimate professional competencies.

      Comment expliquer le profond disfonctionnement du Système européen commun d'asile face à la « crise »? Au-delà du défi que représentait le grand nombre d'arrivées, n'y a-t-il pas un problème plus fondamental? Son origine se situe-t-elle du côté des réfugiés ou au sein même de la politique européenne d'asile? Cet article propose des clés pour comprendre les contradictions de cette politique en identifiant les deux paradigmes qui la structurent: contrôle et protection. La tension entre ces paradigmes conduit à une polarisation dans la représentation des réfugiés, reposant sur deux stéréotypes agissant comme cadre interprétatif: le phénomène de l'abus du système et celui de la vulnérabilité victimisée. Cette polarisation permet de mieux comprendre le compromis politique sur lequel repose le système commun d'asile: des règles strictes faites pour prévenir l'abus du droit d'asile, modérées dans leur impact par de multiples exceptions introduites progressivement afin de mieux protéger les personnes identifiées comme vulnérables.
      Why has the Common European Asylum System (CEAS) proven so dysfunctional when tested? Beyond the circumstantial challenge of high numbers, is there not a deeper issue? In short, what is really the problem: refugees or EU asylum policy? This article sheds light on the inherent contradictions between narratives at play in the CEAS. Two structuring paradigms are identified: control and protection. The tension between them results in polarised representation of refugees based on powerful stereotypes that function as interpretative frames: the abuser and the vulnerable victim. This polarisation bears rich explanatory potential to understand tensions within the policy, with restrictive rules to prevent abuse of the asylum system being mitigated by wide-ranging exceptions introduced to better protect vulnerable persons.

      Depuis la fin du bloc soviétique, le paysage des organisations syndicales de l'Europe centrale et orientale se recompose tout en tenant compte de l'héritage de la période précédente. Alors que la période postcommuniste semble terminée, ces organisations devraient pouvoir consacrer une part de leurs ressources à s'intégrer aux échelons européen et international. Toutefois, leur intégration ne dépend pas de leurs seuls objectifs mais également de ceux des confédérations et fédérations auxquelles elles s'affilient. En tenant compte de ce rapport, elles doivent composer tant bien que mal avec leurs ressources et leur héritage.
      Since the end of the communist era, the face of Eastern European trade unionism has been changing, while preserving some legacies of the previous period. The postcommunist period seems to be over and these unions could dedicate a part of their ressources to their integration into european and international arenas. However, this integration does not depend on their objectives only but also on those of the European and international organisations which they join. Consequently, they have to reconcile these different objectives with their ressources and legacies.
    • Europe's refugee and migrant crisis : Political responses to asymmetrical pressures - Ireneusz Pawel Karolewski, Roland Benedikter p. 98-132 accès libre avec résumé avec résumé en anglais
      La crise des réfugié·e·s et des migrant·e·s qu'a connu l'Europe a été une des questions politiques les plus importantes et les plus conflictuelles de son histoire récente. Depuis ses débuts au moment du Printemps Arabe en 2011 puis de son intensification en 2015, elle a été présentée comme une crise des migrant·e·s. Cependant, la réalité est bien plus complexe et il s'agit bien plutôt d'une crise « mixte », touchant tout à la fois des migrant·e·s et des réfugié·e·s. Cet article défend l'idée selon laquelle la réponse de l'Union européenne à cette crise peut largement être expliquée, d'une part, par la nature asymétrique de la crise elle-même et, d'autre part, par la structure inégale de l'Union. L'asymétrie est présente sous trois aspects différents qui sont analysés consécutivement dans cet article. Premièrement, la crise est asymétrique dans la mesure où elle affecte beaucoup plus certains États membres que d'autres. Deuxièmement, la structure-même de l'UE, avec ce qu'elle produit en termes de différenciation horizontale, de clauses d'opting-out et de partage inégal du fardeau, tend à conduire l'institution à produire des réponses asymétriques. Troisièmement, la position de l'Allemagne en tant qu'acteur-clé ajoute à la nature inégale de l'UE et a fortement influencé la manière dont la crise a été gérée en 2015-2016. Ces trois aspects de l'asymétrie permettent d'expliquer pourquoi trouver une solution commune s'est révélé si difficile.
      The refugee and migrant crisis has been both one of the most important and most divisive political issues in recent European history. While often inappropriately identified as a pure refugee crisis, since its start in the aftermath of the Arab Spring in 2011 and in particular since its historically unique intensification in 2015, it is in reality a – much more multifaceted and encompassing – “mixed” refugee-migrant crisis. This article argues that the asymmetrical nature of the crisis paired with the uneven structure of the EU can largely explain how the EU has responded to the crisis. Three main aspects of asymmetry are identified in the refugee crisis. First, it is the asymmetrical character of the crisis itself affecting some EU member states to a much higher degree than others. Second, the uneven nature of the EU with its horizontal differentiation, opting-out clauses and asymmetrical burden sharing produces tends to produce asymmetrical responses by the EU. Third, the position of Germany as the key player in the bloc adds to the uneven nature of the EU and has in fact impacted heavily on how the crisis was handled in 2015-2016. All three asymmetrical features have largely determined why finding a common solution to the refugee crisis in the EU has proven to be difficult.
    • Chine-Amérique latine et Caraïbes : Un défi normatif pour l'Union européenne ? - Sophie Wintgens p. 134-173 accès libre avec résumé avec résumé en anglais
      L'accroissement des échanges économiques et commerciaux de la Chine avec l'Amérique latine et les Caraïbes (ALC) va de pair avec l'imposition des normes, économiques et politiques, dont sa politique commerciale internationale est porteuse. Ce constat pose dès lors la question du défi que représente cette influence normative chinoise croissante pour la stratégie déployée par l'Union européenne (UE) en ALC. Pour répondre à cette question, cet article analyse la portée normative de la politique commerciale chinoise en ALC afin de voir si elle est porteuse d'un projet politico-économique régional comparable et concurrentiel au modèle d'intégration et de gouvernance régionale déployé par l'UE dans ce sous-continent.
      The increase in economic and trade exchanges between China and Latin American and the Caribbean (LAC) goes along with the imposition of Chinese economic and political standards of international trade policy. This observation raises a question about the challenge posed by China's normative influence to the European Union's strategy exported to LAC. To answer this question, this paper analyses the normative power of China's trade policy to LAC, to see if it carries a political and economic regional project comparable to and in competition with the model of governance and regional integration exported by the EU to the Latin American subcontinent.
