    The identities of U.S. colleges and universities are changing in response to the growing national movement promoting public engagement in higher education. Public engagement emphasizes a shift away from an expert model of delivering university knowledge to the public, toward a more collaborative model where stakeholders play a significant role in creating and sharing knowledge for the mutual benefit of institutions and society. This conceptual paper explores how U.S. colleges and universities are evolving in this emerging context. The paper begins with a brief history of U.S. higher education and the ways U.S. institutions traditionally have viewed their societal roles. Then, we discuss the emerging strategy of “public engagement” and how colleges and universities are institutionalizing engagement to reflect their unique missions, histories, and geographic settings. The section that follows conceptualizes ways in which institutions project their engagement identity to external stakeholders. We conclude by offering new directions for research to explore intersections of engagement and organizational identity in the U.S. context and around the world.
  • Mission Statements and the Transformation of German Universities into Organizational Actors - Anna Kosmützky p. 41-66 accès libre avec résumé en anglais
    In this paper, I analyze the ongoing processes through which German universities are transformed into organizational actors by developing and disseminating mission statements. The empirical research links the analysis of how organizations use mission statement texts to an analysis of reform discourses. Based on an analysis of higher education reform policy documents, case studies of mission statement development, and a content analysis of mission statement texts, the findings show how and why mission statements spread, became popular, and failed to fulfill their intended purposes, but nevertheless helped transform universities from organized institutions to organizational actors. Through several organization – and entity – specific adaptations of their self-descriptions and by relating to, and siphoning legitimacy from, other organizational documents, they have contributed to an interactive process that helped institutionalize universities as competitive organizational actors.

    La transformation des modes de régulation des universités intervient aujour­d'hui selon des modalités multiples dans le paysage académique européen. Dans le cadre de cet article, nous nous proposons d'analyser la gouvernance sous l'angle de la formulation par les directions d'établissements universitaires de domaines prioritaires de recherche. Si la valeur stratégique que ceux-ci sont censés exprimer vis-à-vis de l'extérieur semble être relativement claire, puisque explicitement revendiquée dans les discours des universités, la fonction qu'ils remplissent vis-à-vis de l'intérieur demeure cependant plus ambigüe et mérite d'être étudiée plus en profondeur. Il s'agit notamment de comprendre à la fois le sens de ces catégories pour les acteurs qui composent les universités et d'analyser l'usage qu'ils en font. Pour cela, nous proposons une analyse empirique des processus de structuration à l'œuvre dans un domaine de recherche à caractère interdisciplinaire, à savoir celui de la recherche biomédicale qui, au cours des quinze dernières années, a assumé une place prépondérante dans l'a­genda de plusieurs institutions académiques suisses. Cette nouvelle logique institutionnelle est l'aboutissement d'un processus de co-construction de l'agenda scientifique des universités mené tant par les directions des universités que par les chercheurs eux-mêmes.
    Today transformation of the ways of regulating universities is taking place in a multitude of different manners on the European academic landscape. In the context of this article, we propose analysis of their governance from the angle of the university admi­nistrators' formulations of priority in research domains. If the strategic value they are supposed to express towards the exterior seems to be relatively clear, in being explicitly revindicated in the universities' discourses, the function they fill with respect to the interior nonetheless remains more ambiguous and deserves to be studied more in-depth. That notably involves understanding both the sense of these categories for the actors in the universities and analysing the use they make of them. To do so, we propose an empirical analysis of the structuring processes at work in a research domain with an interdisciplinary nature, namely biomedical research, which, in the last fifteen years, has taken on a preponderant role in the agenda of several Swiss academic institutions. This new institutional logic is the end result of a process of co-construction of the scientific agenda of the universities led as much by the researchers themselves as by the universities' administrators.
  • Des alumni à l'université française. Comment créer ex nihilo un réseau de diplômés ? - Marie-Pierre Bès p. 89-110 accès libre avec résumé avec résumé en anglais
    Le lancement d'initiatives auprès des diplômés des universités françaises, désignés sous l'appellation d'alumni est très récent. Il vise à la constitution d'un groupe social sans “mémoire” à l'échelle d'une université entière, alors que très peu d'initiatives ont été prises auparavant dans ce sens, qu'il n'existe ni associ­ation, ni annuaire, ni lieu de “retrouvailles”, à l'instar des universités anglo-saxonnes ou des grandes écoles françaises. L'article présente l'ensemble des actions de “fabrication” de ce réseau (annuaire, rencontres, évènements) ainsi que celles liées à la création d'une marque de l'université. Nous montrons que ce processus de construction d'une identité organisationnelle auprès des diplômés est compliqué. Il exige de conduire des actions de communication, d'ani­mation et de rencontres pour différentes cibles (étudiants, anciens diplômés, entreprises, collectivités locales) qui n'ont pas les mêmes logiques d'attachement à la communauté des alumni et dont les frontières sont elles-mêmes à définir.
    Launching initiatives aimed at graduates of French universities, described by the term alumni is of recent date. It seeks to create a “memoryless” social group on a university wide scale, given that very few initiatives have hitherto been taken in this sense, and that there exist neither associations, nor directories, nor meeting places for “reunions”, as in Anglo-Saxon universities or French “Grandes Écoles”. The article presents the full range of activities involved in “fabricating” this network (directory, meetings, events) as well as those linked to creating the university's mark (logo). We show that this process of constructing an organisational identity among the graduates is complicated. It requires carrying out activities of communication, promotion and organizing meetings for various target groups (students, older graduates, enterprises, local communities) which do not have same logics of attachment to the alumni community- and whose borders are themselves to be defined.

    Cet article cherche à documenter les modalités d'intégration de la fonction communication au sein des universités comme reflet de leurs réactions et adaptations identitaires aux évolutions du champ de l'enseignement supérieur. Notre enquête empirique en Belgique francophone met notamment en évidence une dissonance entre l'investissement objectif des autorités universitaires dans les activités de communication, et un manque d'orientations stratégiques exprimé par les services en charge de ces activités. Au-delà de l'interprétation classique reposant sur l'anarchie organisationnelle et la fragmentation que connaissent les universités, une deuxième interprétation s'appuie sur la notion d'anarchie institutionnelle : les universités seraient moins en manque de stratégie que d'é­léments leur permettant de se positionner au sein d'un champ organisationnel en pleine reconfiguration. Les dimensions identitaires légitimes sont en cours de définition et de structuration, largement imposées de l'extérieur, et non encore maîtrisées par les universités. Le travail identitaire assumé par les services de communication consiste alors à se positionner au sein du champ, sans en maîtriser les codes.
    This article seeks to document methods of incorporating the function of communication into universities as a reflection of their reactions and identitary adaptations to evolutions in the field of higher education. Focussed on French-speaking Belgium, our empirical investigation in particular highlights a dissonance between the objective in­vestment of the university authorities in communication activities and a lack of strategic orientations expressed by the services in charge of those activities. Beyond the tra­ditional interpretation based on organisational anarchy and the fragmentation universities are going through, a second interpretation relies on the concept of institutional anarchy : the universities may be said to be less in lack of a strategy than of elements enabling them to position themselves within an organisational field in full reconfiguration. The legitimate identitary dimensions are in the process of being defined and structured, a process largely imposed from the outside, and not yet mastered by the universities. The identitary work assumed by the communication services therefore consists in positioning themselves within a field, without mastering the codes.
  • Branding of UK Higher Education Institutions. An Integrated Perspective on the Content and Style of Welcome Addresses - Jelle Mampaey, Jeroen Huisman p. 133-148 accès libre avec résumé
    The transformation to a more market-oriented steering approach in European higher education challenges universities and other higher education institutions to consider developing branding or image management activities. The existing literature focuses either on the content or the style, but we argue that an integra­ted perspective is needed to fully grasp the processes underlying branding. In a comparative case study of ten UK higher education institutions with varying re­putations – five highly reputed versus five low(er) reputed institutions – we de­monstrate how and why branding is deployed in welcome addresses of institutional leaders. Our findings indicate that isomorphic tendencies are visible, although brand differentiation could also be identified between highly and lowly reputed institutions. Our findings provide support for the competitive group perspective on branding activities.
  • De quoi Radius est-il le nom ? Enjeux et enseignements de la création d'une cellule de reporting institutionnel dans une université - Céline Hoerner, Jean-François Bachelet p. 149-169 accès libre avec résumé avec résumé en anglais
    L'université contemporaine subit une importante pression pour adopter un mo­de de fonctionnement et d'organisation issu de l'entreprise. Elle est incitée à concilier des objectifs d'efficacité et de rentabilité dans un contexte de concurrence entre institutions. Sur base d'une étude de cas réalisée dans une université belge francophone, nous abordons la manière dont les tableaux de bord et le reporting institutionnel permettent à l'université de répondre aux injonctions de changement, en quoi ils constituent un support de gestion stratégique, ainsi que les effets de leur implémentation dans l'organisation administrative. Nous expliquerons les raisons de la création de la cellule Radius à l'université, ainsi que sa structure et son fonctionnement. Nous verrons que son impact a été considérable sur le personnel de l'institution. La création de la cellule Radius, qui a suscité des réticences de la part d'administrations privées de certaines de leurs prérogatives, témoigne d'un renforcement et d'une relocalisation des prérogati­ves administratives, dont une partie des pouvoirs est à présent concentrée dans les mains des autorités.
    Contemporary universities are under a good deal of pressure to adopt ways of functioning and organization taken from business. It is encouraged to reconcile goals of efficiency and profitability in a context of competition between institutions. Based on a case study carried out in a Francophone Belgian university, we consider how its Management Dashboards and institutional reporting allowed the university to respond to injunctions to change, in what ways they furnished a strategic support for management, as well as the effects of their implementation within the administrative organization. We will explain why the Radius cell was created at the university, as well as its structure and functioning. We will see that its impact on the institution's personnel has been considerable. Creation of the Radius cell, which elicited misgivings on the part of administrations deprived of some their prerogatives, testifies to a reinforcement and relocalization of administrative prerogatives, some of whose powers are now concentrated in the hands of governing boards.
  • Transformer l'université en un acteur organisationnel par les acquis d'apprentissage - Miguel Souto Lopez p. 171-185 accès libre avec résumé avec résumé en anglais
    A partir d'une analyse des processus qui ont mené à l'obligation légale pour tous les établissements d'enseignement supérieur belges francophones de définir des acquis d'apprentissage (learning outcomes) pour chacun de leurs programmes depuis septembre 2014, cet article propose de relier deux types de lecture de l'université. L'une s'intéresse à la politique européenne d'éducation et de formation tout au long de la vie qui définit le rôle que doivent jouer les systèmes d'apprentissage (enseignement et formation professionnelle) et de validation des acquis de l'expérience dans le projet de société européen, ainsi que la manière dont ils doivent entrer en relation. L'autre lecture cherche à comprendre la manière dont la définition d'acquis d'apprentissage, en tant que concept pédagogique, contribue à transformer l'université, dans sa mission d'ensei­gnement, en un “acteur organisationnel” (Krücken/Meier, 2006). Ces deux lectures ne sont pas indépendantes l'une de l'autre. La définition du rôle des systè­mes d'apprentissage et de VAE par un projet politique implique une forme particulière d'organisation des universités suscitée par divers instruments d'action publique (Lascoumes/Le Galès, 2005). Le lien étudié est celui entre projet politique, instruments d'action publique, pédagogie et organisation.
    Based on an analysis of the processes which led to the legal requirement for all Francophone Belgian establishments of higher education to define learning outcomes for each of their programmes as of September 2014, this article proposes connecting two types of interpretations of the university. The first focuses on the european policy of life-long education and formation which defines the role that systems of learning must play (education and professional training) and of validation of attainments through ex­perience in the project of european society, as well as the ways in which they must be­come interrelated. The other interpretation seeks to understand how as a pedagogical concept, the definition of learningoutcomes contributes to transforming the university into an “organisational actor” (Krücken/Meier, 2006) in its teaching mission. These two interpretations are not independent of one another. Defining the role of learning systems and VAE through a political project implies a particular form of organization of universities solicited by various instruments of public action (Lascoumes/Le Galès, 2005). The connection studied is that between political project, instruments of public action, pedagogy and organisation.

    • Les risques de santé à l'épreuve des nuisances. Le cas des plaintes en santé environnementale - Marcel Calvez p. 187-203 accès libre avec résumé avec résumé en anglais
      Les plaintes en santé environnementale désignent les mises en cause de dispositifs techniques dans la survenue de dommages de santé au nom des nuisances qu'ils produisent. Les recherches menées sur la formation de ces plaintes montrent qu'elles parviennent difficilement à constituer les nuisances en ris­ques de santé et à déboucher sur des mobilisations collectives inscrites dans la durée. L'article s'inter­roge sur la fragilité de ces plaintes. Pour ancrer le propos, il expose une plainte relative à un centre de traitement de déchets ménagers. En prenant appui sur l'analyse culturelle développée par Mary Dou­glas, il discute du développement des plaintes sous l'angle de la formation de conventions sociales et cognitives. Il conclut qu'elles expriment des perceptions d'une dégradation des modes de vie qui ne par­viennent pas à se stabiliser dans une expression publique et qui conduisent à un repli vers les sphères privées.
      Environmental health complaints refer to the challenges lodged against technical devi­ces in the occurrence of health damages caused by the harmful effects they produce. The research work undertaken on the formulation of these complaints shows the difficulties they have in proving harmful effects in terms of health health hazards and esta­blishing long term collective mobilizations. The article investigates the weaknesses of these complaints. To base the discussion, it exposes a complaint relative to a process­sing centre for household waste. In building on the cultural analysis developed by Douglas Mary, it discusses the development of the complaints from the angle of the formation of social and cognitive conventions. It concludes that they express perceptions of a degradation in lifestyles which do not manage to stabilize themselves in public expression and which lead to a fallback onto private spheres.
