    Dans cet article, nous analysons comment l'Arménie, l'Azerbaïdjan et la Géorgie réagissent et essaient de façonner la politique de l'UE dans le Caucase du Sud. L'UE a développé depuis les années 2000 des politiques différenciées pour les trois pays. Nous nous demandons dans quelle mesure cette différenciation appuie les objectifs de l'UE visant à renforcer l'impact et la visibilité dans la région. Nous soutenons que les politiques de l'UE ont trois défauts. Premièrement, l'UE n'a pas réussi à accroître significativement son engagement dans la résolution des conflits dans la région. Deuxièmement, même si l'état de droit suscitait de vives inquiétudes dans certains pays du Caucase du Sud, l'UE s'est abstenue d'utiliser la conditionnalité politique. Troisièmement, l'UE a mis l'accent sur l'exportation à grande échelle des normes de l'UE, ce qui soulève des questions concernant la capacité de l'acquis de l'UE à servir en tant que modèle pour le développement dans ces pays post-soviétiques.
    In this paper, we analyse how Armenia, Azerbaijan and Georgia respond to and try to shape the EU's South Caucasus policy. The EU has since the 2000s developed differentiated policies for the three countries. We ask to what extent this differentiation supports the EU goals of strengthening impact and visibility in the region. We argue that the EU's policies come with three flaws. First, the EU has failed to significantly increase engagement in conflict resolution in the region. Second, even though there were considerable concerns over the rule of law in some of the South Caucasus countries, the EU has refrained from using political conditionality. Third, the EU has focused on wide-scale export of EU standards, which raises questions concerning the EU's acquis capacity to serve as a blueprint for development in these post-Soviet countries.
  • The Changing Image of Russia in the European Project of Post-Soviet Georgia - Tamar Gamkrelidze p. 26-36 accès libre avec résumé avec résumé en anglais
    L'article traite du rôle de la Russie en ce qui concerne le projet européen de la Géorgie institué par le gouvernement du Mouvement national uni (MNU) en 2004-2012. Il se penche sur les raisons pour lesquelles le projet européen, qui prévoyait initialement des relations de coopération avec la Russie, a fini par faire de son voisin du nord son principal adversaire. Il ressort de cette étude que la politique pro-européenne en Géorgie comportait une adroite combinaison d'inclusion et d'exclusion de la Russie : le Kremlin a été exclu des questions intérieures géorgiennes tout en s'engageant dans les initiatives de politique étrangère de la Géorgie. Cette tactique s'est effondrée en 2008 en raison d'erreurs de calcul et de fautes aboutissant à faire de la Russie le principal ennemi du pays.
    The article deals with the role of Russia in Georgia's European project instituted by the United National Movement (UNM) government in 2004-2012. It investigates why the European project which initially foresaw cooperative relations with Russia ultimately turned its northern neighbour into the chief antagonist. The study shows that pro-European politics in Georgia entailed a skillful combination of inclusion and exclusion of Russia: the Kremlin was excluded from Georgian domestic issues and simultaneously engaged with in Georgia's foreign policy initiatives. This tactic collapsed in 2008 due to miscalculations and mistakes resulting in the transformation of Russia into the main enemy of the country.
  • Azerbaijan, Georgia, Turkey: Advancing the Military Dimension of the Trilateral Partnership - Azad Garibov p. 37-44 accès libre avec résumé avec résumé en anglais
    Le développement et la consolidation de la coopération énergétique entre l'Azerbaïdjan, la Géorgie et la Turquie (AGT) au cours des années 1990 et 2000 ont marqué le début d'une coopération trilatérale qui, depuis lors, s'est transformée en un partenariat stratégique dans divers domaines entre les trois pays. Le partenariat trilatéral a commencé s'institutionnaliser au début des années 2010 sous la forme de réunions annuelles des dirigeants et des ministres des Affaires étrangères des pays participants. Si, au départ, la coopération était principalement axée sur la préparation militaire pour protéger l'infrastructure de transport d'énergie dans les cas d'urgence, elle s'est progressivement élargie à d'autres domaines. Le document examine les éléments clés de la raison d'être du partenariat de défense trilatéral Azerbaïdjan-Géorgie-Turquie, les obstacles existants et les opportunités qui s'offrent à l'avenir. Il propose d'autres mesures envisageables visant à tirer parti des possibilités offertes par le partenariat trilatéral.
    The development and consolidation of the energy cooperation between Azerbaijan, Georgia, and Turkey (AGT) throughout the 1990s and 2000s marked the beginning of a trilateral cooperation that has since developed into a strategic partnership in various fields among the three countries. The trilateral partnership started to be institutionalized in the beginning of the 2010s in the form of annual meetings of leaders and foreign ministers of the participant countries. While initially the cooperation was mainly focused on military preparedness to protect the energy-transport infrastructure in emergency cases, it gradually expanded to encompass other fields. The policy paper examines the key issues of what is the rationale behind, obstacles before and opportunities ahead of the trilateral Azerbaijan-Georgia-Turkey defense partnership. It offers possible further steps to be made in order to utilize the opportunities provided by the trilateral partnership.

    En 2017, le Conseil de l'UE a invité la Commission européenne et le Haut Représentant à élaborer une nouvelle stratégie pour les relations de l'Union avec l'Asie centrale. Le présent document constitue une contribution au débat sur la nouvelle stratégie. Il récapitule l'évolution des objectifs stratégiques de l'UE dans sa politique à l'égard de l'Asie centrale, résume l'examen stratégique de 2015 et recommande que la nouvelle stratégie soit axée sur trois aspects. Il lui faut: (1) trouver un équilibre entre une approche bilatérale et une approche régionale; (2) adapter la politique de l'UE vis-à-vis de l'Asie centrale sur la base d'un “pragmatisme de principe”; et (3) réduire le nombre de ses priorités.
    In 2017, the Council of the EU invited the European Commission and the High Representative to draft a new strategy for the Union's relations with Central Asia. As a contribution to the discussion on the new strategy, this paper recaps the development of the EU's strategic objectives in its Central Asia policy, summarises the strategy review of 2015 and recommends focusing on three aspects of the new strategy. (1) It needs to find a balance between a bilateral and regional approach. (2) It needs to adapt the EU's Central Asia policy to the “principled pragmatism.” (3) It needs to reduce the number of key priorities.

    L'année 2018 marque le 25e anniversaire du début des relations diplomatiques entre l'Union européenne (UE) et les pays d'Asie centrale. Au cours de cette période, l'UE n'a cessé d'accroître sa présence dans la région. Pour autant, l'UE n'est pas encore devenue un acteur puissant en Asie centrale. En comparaison avec d'autres acteurs, et en particulier la Russie, la Chine et les États-Unis, l'influence politique et économique de l'UE reste limitée. Toutefois, l'avantage relatif de l'UE par rapport aux autres acteurs réside dans l'image positive et bienveillante qui lui est attribuée. L'UE peut tirer parti de son attractivité et de son « soft power », un avantage qui tend à diminuer rapidement depuis peu. Afin de conserver son image positive dans la région, l'UE doit envisager de prendre des mesures appropriées en révisant sa stratégie. Une option consiste à développer des outils de communication basés sur Internet, qui seront adaptés à l'Asie centrale, sans pour autant nécessiter d'importantes ressources de la part de l'UE.
    The year 2018 marks the 25th anniversary of the start of diplomatic relations between the European Union (EU) and Central Asian countries. Throughout this period, the EU has been steadily increasing its presence in the region. Despite this, the EU has not as yet become a powerful actor in Central Asia. Compared to other actors, most notably Russia, China and the US, the EU's political and economic influence remains limited. However, the EU's relative advantage vis-à-vis other actors is its perceived benevolence and positive image. The EU can capitalize on its attractiveness and soft power – an advantage rapidly declining of late. In order to counter the distortion of its image, the EU needs to consider taking appropriate measures when revising its strategy. One option is to develop internet-based communication tools tailored to Central Asia, which will not require any significant EU resources.

    L'article montre que la rhétorique du gouvernement tadjik sur le « mythe de la radicalisation » relative à la menace « islamiste » dans le pays rend difficile la distinction entre ce récit et le véritable danger posé par les mouvements islamistes. Cela crée un climat opaque et confus au Tadjikistan avec des acteurs différents, un droit restreint à la liberté de religion pour les citoyens tadjiks et un gouvernement tadjik pas toujours coopératif. Il est donc difficile pour l'UE d'aborder le phénomène de manière adéquate. L'article indique finalement comment l'UE peut affiner sa stratégie actuelle en appliquant des définitions exactes, en fixant des objectifs clairs et réalistes, en tenant compte des opportunités de coopération mondiales et régionales, et en se concentrant sur son approche en termes de « soft power ».
    The article shows that the Tajik government's rhetoric of the “myth of radicalization” relating to the “Islamist” threat in the country makes it hard to distinguish this narrative from the real danger posed by Islamist movements. This creates an opaque and confusing climate in Tajikistan with a variety of actors, a restricted right to freedom of religion for the Tajik citizens and a not always cooperative Tajik government. This makes it difficult for the EU to address the phenomenon adequately. The article shows how the EU can fine-tune its current strategy by applying exact definitions, setting out clear and realistic goals, taking global and regional chances for cooperation into account and by focusing on its “soft power” approach.

    Depuis l'entrée en fonction de Shavkat Mirziyoyev à l'automne 2016, l'Ouzbékistan est sans aucun doute entré dans une phase de profond changement. Pour les observateurs occidentaux en particulier, de nombreux éléments de la réforme sont susceptibles de s'inscrire dans un processus de démocratisation: réforme du marché, réforme rationnelle et juridique, responsabilisation, et participation. Toutefois, l'auteur fait valoir que ces politiques appartiennent également à la boîte à outils très ordinaire des « authoritarian upgraders. » L'expression « authoritarian upgrading » désignant un processus de modernisation ou de transformation par lequel des régimes autocratiques s'adaptent à la mondialisation. Dans cet article, on analyse les orientations, les limites et les enjeux du processus de réforme en Ouzbékistan.
    Since Shavkat Mirziyoyev took office in autumn 2016, Uzbekistan has undoubtedly entered a phase of profound change. Especially for Western observers, many elements of the reform might look like being part of a democratization process: market reform, rational-legal reform, accountability, participation. However, the author argues that these policies do also belong to the very ordinary tool box of “authoritarian upgraders.” The term “authoritarian upgrading” refers to a process of modernization or transformation by which autocratic regimes adapt to globalization. This article analyses the directions, limits and implications of the reform process in Uzbekistan.

    L'Ouzbékistan négocie son adhésion à l'OMC depuis 1994. Ce processus ne progressait pas, car les réformes initiales de libéralisation ont par la suite été remplacées par des politiques protectionnistes dans le commerce extérieur. En 2016, le changement de leadership en Ouzbékistan a ravivé les espoirs d'une évolution positive dans le cadre de l'adhésion à l'OMC. Le président Mirziyoyev a annoncé des réformes économiques et politiques globales pour moderniser le pays. Toutefois, les réformes économiques risquent de se heurter à la résistance de groupes d'intérêts qui profitent du soutien du gouvernement ainsi que du protectionnisme. En tenant compte des différentes perspectives envisageables, cet article affirme que l'adhésion à l'OMC est une étape essentielle pour que le gouvernement ouzbek soit en mesure de procéder aux réformes et de construire une économie de marché solide.
    Uzbekistan has been negotiating WTO accession since 1994. The accession process of the country was not progressing because initial liberalization reforms were later replaced by protectionist policies in foreign trade. The change of leadership in Uzbekistan in 2016 renewed hopes for positive development in the WTO accession. President Mirziyoyev announced comprehensive economic and political reforms to modernize the country. However, economic reforms are likely to face resistance from interest groups profiting from government support and protectionism. Taking different possible trends into account, this article argues that the accession to the WTO is an essential step for the Uzbek government to be able to proceed with reforms and to build a robust market economy.
  • From the Soviet System to Bologna: A Critical Analysis of Doctoral Education Reforms in Kazakhstan - Sholpan Tazabek p. 112-120 accès libre avec résumé avec résumé en anglais
    Le présent article procède à une analyse critique des réformes de l'enseignement doctoral au Kazakhstan selon une perspective historique et contextuelle. L'accent est mis sur l'explication du changement radical opéré dans la politique éducative, passant du cadre soviétique vers des normes inspirées du processus de Bologne. Tandis que les décideurs politiques adoptent les principes du Processus de Bologne dans les universités, doctorants et jeunes chercheurs sont confrontés à différents défis. Outre les obstacles structurels et procéduraux liés à l'application du Processus de Bologne dans le pays, le défi majeur réside dans la dichotomie entre les partisans de l'héritage soviétique et les adhérents aux standards européens, en lien avec les questions de qualité, de responsabilité et de transparence. En raison des pièges que pose l'application du Processus de Bologne au Kazakhstan, cet article débouche sur une série de recommandations politiques visant à améliorer la formation doctorale, conformément à la rhétorique de Bologne.
    This paper conducts a critical policy analysis of doctoral education reforms in Kazakhstan from historical and contextual perspective. The main emphasis is to explain how the country made a drastic educational policy shift from the Soviet framework of research towards the Bologna-inspired standards. While policy-makers are busy adopting the principles of Bologna Process to local universities, doctoral students and young researchers are facing different challenges in this regard. Besides the structural and procedural difficulties associated with the application of Bologna Process in the country, a major challenge is presented as a dichotomy between supporters of the Soviet legacy and adherents of modern European standards. The contrariety involves the issues of quality, accountability, and transparency. Given the variety of pitfalls existing in the application of Bologna Process in Kazakhstan, this paper concludes with a set of policy recommendations for advancing the level of doctoral education in accordance with the Bologna-inspired rhetoric.
  • Kyrgyzstan and Tajikistan: Endless Border Conflicts - Gulzana Kurmanalieva p. 121-130 accès libre avec résumé avec résumé en anglais
    La raréfaction des ressources naturelles a pris une ampleur politique et sociale croissante dans un contexte mondial. En particulier au Kirghizistan et au Tadjikistan, où la rareté des pâturages et de l'eau a entraîné des tensions interethniques. La forte dépendance à l'égard des ressources en eau et des pâturages dans les régions frontalières y joue un rôle important et a provoqué des éruptions de violence entre les communautés frontalières tadjikes et kirghizes. Malgré les mesures politiques visant à améliorer la gestion des pâturages et de l'eau en créant de nouvelles institutions après la fin de l'Union soviétique, de multiples conflits entre communautés ethniques persistent sur ce plan. L'absence de structures institutionnelles entraîne une inégalité d'accès et d'utilisation des pâturages et de l'eau dans la région frontalière du Kirghizstan et du Tadjikistan. Cela compromet la coexistence pacifique des différents groupes ethniques dans la région ainsi que la pérennité de la gestion des pâturages et de l'eau. Cet article examine les causes de conflits liés aux ressources naturelles dans les zones frontalières entre le Kirghizistan et le Tadjikistan, où l'eau et les pâturages étaient auparavant accessibles en tant que propriété commune.
    The growing scarcity of natural resources has gained political and social importance in a global context. Particularly in trans-boundary Kyrgyzstan and Tajikistan, scarcity of pastures and water has led to interethnic tensions. A high dependence on water and pasture resources in the border regions plays an important role for this conflict and has motivated violent outbreaks between Tajik and Kyrgyz border communities. Despite policies aimed at enhancing pasture and water management by establishing new institutions after the end of the Soviet Union, multiple conflicts among ethnic communities over pasture and water resources continue to exist. A lack of institutional arrangements leads to unequal pasture and water access and use in the border region of Kyrgyzstan and Tajikistan. This endangers the peaceful coexistence of different ethnic groups in the region as well as sustainable pasture and water use. This paper looks at the reasons for natural resource conflicts in the Kyrgyz-Tajik border areas, where the water and pasture grounds were previously accessed as common property.
  • Providing Security along the Silk Road: Bridging the Russian and Chinese Security Concerns in Central Asia - Anastasia Vishnevskaya-Mann p. 131-142 accès libre avec résumé avec résumé en anglais
    Bien que l'Asie centrale demeure une région relativement stable, elle fait face à divers problèmes de sécurité : risque de radicalisation, terrorisme, affrontements ethniques, trafic de drogue et répercussions de l'Afghanistan. Zone d'influence de plus en plus disputée entre la Chine et la Russie, la sécurité y est assurée par un réseau de mécanismes bilatéraux ainsi que par les organisations régionales de sécurité (OTSC et OSC). En raison de la détérioration de l'économie russe et de la diminution de l'effet de levier sur les États d'Asie centrale, le rôle de l'OTSC se réduit. Depuis l'élargissement de l'OCS, la question se pose de savoir si l'organisation sera en mesure de continuer à servir de plate-forme de médiation entre les intérêts de la Chine et ceux de la Russie. Les deux pays, réticents à s'engager dans une coopération multilatérale à part entière, préfèrent leurs propres formes de coopération en matière de sécurité, tant avec les États de la région qu'entre eux. Ce filet de sécurité pourrait toutefois s'avérer insuffisant.
    While Central Asia remains a comparatively stable region, it faces various security challenges such as the risk of radicalization, terrorism, ethnic clashes, drugs traffic and spillover effects from Afghanistan. Moreover, it is increasingly becoming a contested area of influence between China and Russia. Security in the region is provided through a network of bilateral mechanisms as well as the major regional security organizations (CSTO and SCO). Due to Russia's deteriorating economy and declining leverage on Central Asian states, the CSTO's role is diminishing. Since the enlargement of the SCO, the question looms large whether the organization will be able to continue being a platform to mediate China's and Russia's interests. Both countries are reluctant to engage in a full-fledged multilateral cooperation preferring their own formats of security cooperation with regional states as well as with each other. This safety net, however, might turn out to be not strong enough.
