      Pour saisir la nature des flux migratoires enregistrés par les statistiques italiennes à partir des années 1870-1880, nous devons garder à l'esprit une longue histoire migratoire. Après la création du Royaume d'Italie (1861), les modalités migratoires à l'intérieur et à l'extérieur du pays ne changent pas. Comme depuis le Bas Moyen Âge, les mobilités italiennes externes interagissent pendant la deuxième moitié du XIXe siècle avec les flux migratoires qui arrivent en Italie, se combinant entre eux ou bien alimentant la mobilité à l'intérieur de la Péninsule, notamment lorsqu'ils constituent une des étapes des migrations multiples.

      ‪To understand the nature of the migration flows recorded by Italian statistics from the 1870s-1880s, we must keep in mind a long migration history. After the creation of the Kingdom of Italy (1861), migration patterns inside and outside the country do not change. As since the Late Middle Ages, external Italian mobility interacts during the second half of the 19th century with migratory flows arriving in Italy, combining with each other or fuelling mobility within the Peninsula, particularly when it constitutes one of the stages of multiple migration.‪

      L'« espace » – dans lequel se produisent les migrations – n'est pas la seule catégorie à être repensée et relocalisée dans les études sur la migration. Le « temps », ou plutôt la périodisation, est un autre problème clé. Pendant longtemps, le débat savant sur les pays méditerranéens d'Europe a été dominé par une conviction plus ou moins partagée sur la succession historique de l'émigration et de l'immigration. Selon ces termes, l'Italie, l'Espagne, la Grèce et le Portugal auraient suivi un modèle migratoire cyclique qui a existé jusque dans les années 1970, l'émigration au-delà des frontières nationales étant perçue comme un mouvement prédominant suivi d'une immigration étrangère massive qui aurait supplanté la centralité de l'expatriation. L'article propose un nouveau point de vue sur cette question, intégrant émigration, immigration et migration interne en Italie, en Espagne, en Grèce et au Portugal dans une perspective convergente.
      “‪ ‪Space” – in which the phenomenon of migration takes place – is not the only category to be ‪ ‪rethought and relocated in migration studies. Another key issue is “time”, or ‪ ‪rather a‪ ‪ ‪ ‪periodisation‪ ‪. For a long ‪ ‪time,‪ ‪ the academic debate on Europeans Mediterranean countries has been dominated by a claim that has been more or less taken as given, namely, the historical succession of emigration and immigration. Italy, Spain, Greece, ‪ ‪and‪ ‪ Portugal are supposed to have followed, according to this evidence, a cyclical model of migration that was around up until the 1970s, the emigration beyond national borders being seen as a predominant movement following by a massive foreign immigration which is said to have supplanted the centrality of expatriation. The article proposes a new point of view about this question, incorporating emigration, immigration and internal migration in Italy, Spain, Greece, ‪ ‪and‪ ‪ Portugal in a convergent perspective.‪
    • ‪Les migrations transocéaniques italiennes au début du XXe siècle : un autre regard‪ - Augusta Molinari p. 79-101 accès libre avec résumé avec résumé en anglais
      Les voyages dramatiques actuels des migrants pour traverser les frontières par la mer nous imposent un nouveau regard sur l'historiographie des migrations transocéaniques italiennes du XXe siècle. À cette époque les traversées étaient moins dangereuses, mais elles n'étaient pas pour autant sans risques. En raison du manque d'assistance médicale et des mauvaises conditions d'hygiène, les migrants tombaient souvent malades ou pouvaient mourir pendant le voyage. Par ailleurs, la maladie était la principale cause de refoulements dans les ports d'arrivée et de rapatriement forcé, notamment aux États-Unis. L'analyse des différentes sources (documents sanitaires rédigés à bord des bateaux, revues médicales, rapports de commissaires) permet de saisir la complexité de ce phénomène et de comprendre comment déjà à cette époque, les projets des migrants pouvaient échouer avant même qu'ils n'atteignent leur destination.
      ‪The current dramatic journeys of migrants to cross borders by sea require us to take a new look at the historiography of Italian transoceanic migration in the 20th century. At that time, the crossings were less dangerous, but they were not without risks. Due to lack of medical assistance and poor hygiene conditions, migrants often became ill or could die during the trip. In addition, the ‪‪disease‪‪ was the main cause of expelling in ports of arrival and return migration, particularly in the United States. The analysis of the various sources (health documents written on board ships, medical journals, commissioners' reports) makes it possible to understand the complexity of this phenomenon and to understand how, even at that time, migrants' projects could fail even before they reached their destination.‪
    • ‪Les Italiens en Abyssinie à l'époque du fascisme : les « ensablés »‪ - Fabienne Le Houérou p. 103-125 accès libre avec résumé avec résumé en anglais
      Cet article explore deux dimensions fondamentales de la migration italienne en Éthiopie à l'époque coloniale et pendant la période postcoloniale. Dans un premier temps sera analysée la diversité sociale des migrants italiens en Abyssinie et leurs choix de demeurer en Éthiopie en 1941 après la perte de l'Empire. Dans un second temps, nous insisterons sur le rôle essentiel des rapports entre anciens colons (« ensablés ») et femmes éthiopiennes. Nous évoquerons la problématique d'une « migration d'amour » qui sera examinée en questionnant l'existence d'une pédophilie de type fasciste.
      ‪This paper explores two fundamental dimensions of the Italian migration to Ethiopia during the Italian colonial occupation of the Empire and the postcolonial period. It analyzes the diversity of the social profile of Italian migrants in the first place and their choice to stay in Ethiopia after the loss of the Empire in 1941. Secondly we will analyze the essential role of the relationships between Italian ex-colons (‪‪insabbiati‪‪, ex-colons buried in the sand) and Ethiopian women. We will explore a “love migration and the question of the existence of a fascist pedophilia.‪
    • ‪West African Migrations to Italy: An Anthropological Analysis of Ghanaian and Senegalese Politics of Mobility in Emilia Romagna‪ - Selenia Marabello, Bruno Riccio p. 127-149 accès libre avec résumé avec résumé en anglais
      Dans cet article, nous combinons une perspective de mobilité avec une approche biographique pour explorer l'expérience italienne de la migration des Ghanéens et des Sénégalais en soulignant les attentes, les obstacles et les pratiques qui les attendent dans un contexte d'incertitude et de précarité. Pour commencer, nous rappelons le contexte historique de la migration ouest-africaine en Italie, et plus particulièrement celui de l'Émilie-Romagne, de la fin des années 1980 à nos jours. Nous soulignons le lien entre les lois sur l'immigration et les tendances migratoires. Nous nous intéressons ensuite au paradigme de la mobilité pour évaluer son impact sur l'étude socio-anthropologique de la migration. Et pour finir, nous analysons les trajectoires biographiques des migrants en soulignant l'interaction entre les stratégies de vies des migrants et l'évolution des normes et des structures économiques. Nous concluons en affirmant que le paradigme de la mobilité semble offrir une perspective de recherche pertinente pour l'anthropologie sociale, permettant d'éclairer les plans, les représentations et les tactiques des migrants, dans leur gestion des contraintes économiques et politiques.

      ‪In this article we combine a mobility perspective with a biographical approach to explore the Italian experience of Ghanaian and Senegalese migration emphasising expectations, obstacles and practices in contexts of uncertainty and precariousness. First, we provide readers with an historical background of West African migration to Italy, and Emilia Romagna in particular, from the end of the 1980s to the present. We highlight the link between migration laws and migratory trends. We then theoretically engage with the mobility paradigm and its impact on the socio-anthropological study of migration. Finally, we analyse biographical trajectories looking at the interplay between migrants' life strategies and shifting normative and economic structures. We conclude by arguing that mobility seems to offer an effective research perspective for contemporary social anthropology by shedding light on plans, representations and tactics used by migrants in navigating economic and political constraints.‪
    • ‪Migrants or Refugees? The Evolving Governance of Migration Flows in Italy during the “Refugee Crisis”‪ - Elena Ambrosetti, Angela Paparusso p. 151-171 accès libre avec résumé avec résumé en anglais
      Depuis le début de son expérience en tant que pays d'immigration, l'Italie n'a reçu qu'un petit nombre de demandeurs d'asile. Jusqu'à la fin des années 2000, avec la réception des directives de l'UE sur l'asile, l'Italie n'avait guère de cadre normatif complet sur l'asile. La crise dite des réfugiés, initiée au second semestre 2013, a changé de manière décisive ces caractéristiques. Dans un tel contexte, comment les politiques italiennes ont-elles réagi face à l'ampleur et à la complexité croissante des flux mixtes à travers la Méditerranée ? L'Italie est-elle devenue un pays d'asile ? Dans cet article, nous aborderons ces questions en présentant l'évolution de la migration en Italie au cours de la dernière décennie et en analysant les réponses politiques adoptées par les autorités italiennes. Enfin, nous soulignerons le rôle de l'UE dans les politiques italiennes en matière d'asile et de migration.
      ‪Since the beginning of its experience as an immigration country, Italy has received only‪‪ ‪‪small numbers of asylum-seekers. Until the late 2000s, with the reception of EU directives‪‪ ‪‪on asylum, Italy had hardly any comprehensive normative framework on asylum. The‪‪ ‪‪so-called refugee crisis initiated in the second half of 2013, with hundreds of thousands‪‪ ‪‪people crossing the Mediterranean to reach Italy, has decisively changed these features.‪‪ ‪‪In such a context, how have Italian policies reacted to the increasing magnitude and complexity‪‪ ‪‪of mixed flows across the Mediterranean? Has Italy turned from a labour migration magnet to‪‪ ‪‪an asylum land? In this paper, we will address these questions by presenting the evolution of‪‪ ‪‪migration flows and stocks in Italy in the last decade and by analysing the policy responses‪‪ ‪‪adopted by Italian authorities. Lastly, we will highlight the role of the EU in influencing the Italian‪‪ ‪‪asylum and migration policies.‪
    • ‪Déconstruire les paradigmes migratoires à travers les études sur les émigrations et les immigrations des femmes en Italie‪ - Adelina Miranda p. 173-194 accès libre avec résumé avec résumé en anglais
      Les recherches sur les émigrées et les immigrées italiennes ont évolué dans le même espace épistémique, elles ont posé les mêmes questions et apporté des réponses complémentaires qui permettent d'avancer dans les études genre-migrations à partir de trois constats. Le premier est que la complexification des flux migratoires est un processus en devenir, lié à une superposition constante des modalités migratoires genrées ; le deuxième fait apparaître que les structures de pouvoir impliquent toutes les femmes, migrantes et non migrantes ; le troisième souligne que les différences et les similitudes ne s'inscrivent pas dans des oppositions binaires (migrantes actuelles/du passé, migrante/non migrante). La réflexivité théorique et méthodologique développée autour de la problématique des questions genre et migrations en Italie permet de saisir la dimension genrée comme étant consubstantielle à la construction du savoir sur les migrations. Ces travaux montrent l'insuffisance des modèles explicatifs classiques et mettent en évidence que l'étude des migrations doit prendre en compte d'une manière simultanée la mobilité et l'immobilité, les forces centrifuges et centripètes, les structures économiques et culturelles, les dimensions administratives et politiques.
      ‪Research on Italian emigrants and immigrants women has evolved in the same epistemic space; they have asked the same questions and provided complementary answers that allow progress in gender-migration studies around three observations. The first is that the complexity of migration flows is a developing process, linked to a constant superposition of gendered migration patterns; the second shows that power structures involve all women, both migrant and non-migrant; the third emphasizes that differences and similarities are not binary opposites (current/past migrants, migrant/non-migrant). The theoretical and methodological reflexivity developed around the issue of gender and migration issues in Italy makes it possible to grasp the gender dimension as being consubstantial to the construction of knowledge on migration. This work shows the inadequacy of traditional explanatory models and highlights that the study of migration must simultaneously take into account mobility and immobility, centrifugal and centripetal forces, economic and cultural structures, administrative and political dimensions.‪

    • ‪Quitter le Mezzogiorno : parcours d'enracinement des Italiens en Provence et dans le Nord-Ouest de l'Italie entre 1945 et 1970‪ - Anna Badino p. 195-209 accès libre avec résumé avec résumé en anglais
      Les protagonistes de cette étude sont les familles originaires du Mezzogiorno (Italie du Sud) qui, dans les années 1950 et 1960, se sont installées dans les zones urbaines de Marseille et de Turin. L'article compare une migration internationale et une migration nationale dans le but de mettre en évidence des mécanismes constants du processus migratoire, mais aussi pour évaluer le poids de quelques variables liées aux spécificités structurelles qui caractérisent les deux contextes d'arrivée. Le thème central de l'enquête sont les facteurs qui peuvent conditionner la mobilité sociale et économique des secondes générations à travers l'analyse des trajectoires de travail des parents, leurs stratégies résidentielles et leurs réseaux de sociabilité tissés dans la ville. Le but est de comprendre les retombées de cette conjonction de facteurs sur les itinéraires scolaires et professionnels de leurs enfants.
      ‪The protagonists of this study are the families from Southern Italy who settled in the urban areas of Marseille and Turin in the post-World War II years. The article compare an international and an internal migration in order to focus on some constant mechanisms of the migratory process but also to evaluate the weight of some variables linked to the structural specificities of the two contexts. This paper investigates the factors that condition the social and economic mobility of the second generations. The analysis is focused on the working paths of the parents, on their networks of relationships and on their residential choices in order to understand the effects that this set of factors can have on the educational and professional paths of the children.‪

    • ‪Intégration socioprofessionnelle et mobilité internationale. Le cas des ingénieurs français ayant emprunté l'ARM France-Québec‪ - Jean-Luc Bédard, Marta Massana Macià p. 211-234 accès libre avec résumé avec résumé en anglais
      Cet article porte sur l'intégration socioprofessionnelle d'ingénieurs français immigrant au Québec. Notre analyse vise à documenter le fonctionnement des règlements de l'Arrangement de reconnaissance mutuelle (ARM) France-Québec et des mesures compensatoires exigées pour l'entrée en pratique professionnelle d'ingénieurs français au Québec. Leurs parcours s'inscrivent dans le cadre du paradigme de la mobilité. Nous décrivons l'intégration socioprofessionnelle selon deux grandes catégories explicatives inspirées de Heckmann : les dimensions structurelles et les dimensions culturelles et relationnelles. Davantage qu'une question associée à la stricte régulation professionnelle, l'entrée en pratique professionnelle apparaît comme un processus multidimensionnel, où interviennent les acteurs de l'immigration, du système professionnel et des employeurs, principalement. Notre étude de cas s'appuie sur quatorze entrevues menées auprès d'ingénieurs français, d'acteurs du système professionnel et d'informateurs clés issus d'organisations locales, bien au fait des réalités de cette catégorie d'immigrants au Québec.
      ‪This article focuses on socio-professional integration of French engineers migrating to Quebec. Our analysis aims at describing the France-Quebec Mutual Recognition Arrangements' rules and its compensatory measures required for entry into professional practice of French engineers in Quebec. Their journey follows the framework of the mobility paradigm. We describe socio-professional integration under two large heuristic categories, inspired by Heckmann: structural dimensions, and cultural and relational dimensions. More than strictly a question of professional regulation, entry into professional practice is shown as a multidimensional process where actors mainly from immigration, professional system and employers intervene. Our case study is based upon 14 interviews conducted with French engineers, actors from the professional system and key informants from local organisations, well aware of this category of immigrants' context in Quebec.‪

      Cet article est le compte rendu ‪d'une‪ enquête ‪sur‪ le ‪vigilantisme‪ en France. Il s'intéresse à Sauvons Calais, un ‪groupe‪ anti-migrant créé en 2013. Celui-ci développe des activités ‪au‪ carrefour du ‪mouvement‪ social de ‪droite‪ (pétition, manifestations) et du ‪vigilantisme‪ (‪attaques‪ de squats, ‪signalements‪ de migrants, ‪appels‪ à ‪l'auto‪-justice). Une attention particulière sera accordée à la communication politique du ‪groupe‪, ‪ainsi‪ qu'à ‪l'affaire‪ de ‪Coulogne‪, ‪qui‪ ‪voit‪ Sauvons Calais ‪organiser‪ la ‪mobilisation‪ des habitants du quartier et ‪finit‪ par la destruction ‪d'un‪ squat ‪devant‪ ‪accueillir‪ des migrants. Cette étude de ‪cas‪ semble particulièrement intéressante à ‪l'heure‪ où ‪se‪ ‪multiplient‪ ‪les‪ ‪mouvements‪ anti-immigration.
      ‪This article focuses on a French anti-refugee vigilante group: Sauvons Calais (Save Calais) created in 2013. ‪‪Linked to the radical far right, it aims to mobilize the population against the presence of migrants in Calais. The goals of this nationalist group are the establishment of self-defense groups against refugees and the expulsion of all migrants. Its activities also take the form of vigilantism: calls for self-justice, patrols, direct action.‪‪ ‪‪We will also dwell on the cloudy links between the group and law enforcement agencies. Studying the emergence of this type of collective is particularly interesting: given the situation in Europe, it is likely that those types of groups will start multiplying across the continent.‪
