      Au cours de débats récents, des voix se sont élevées pour reconnaître Ibn Khaldoun non pas comme un précurseur, mais comme l'un des « pères fondateurs » de la sociologie. Cela laisse entendre à quel point l'héritage d'Ibn Khaldoun, en particulier sa Muqaddima en tant que référence importante dans la phase fondatrice de la sociologie européenne moderne, aurait été mis de côté avec la construction du canon sociologique et resterait donc aujourd'hui une source non reconnue. Cet article présente un cas historique de réception Sud-Nord de la théorie sociologique. Une évaluation systématique de la réception d'Ibn Khaldoun dans les débuts de la sociologie germanophone révèle que si sa reconnaissance était quantitativement plutôt faible, elle était en revanche qualitativement intéressante. En particulier, deux importants sociologues de la première heure, Ludwig Gumplowicz et Franz Oppenheimer, ont mobilisé des références à sa Muqadimma dans le contexte de leur « théorie sociologique de l'État ». Ils ont découvert la convergence théorique fondamentale entre leur approche et celle de ce savant arabe. Contre l'idée philosophique ahistorique de l'État et contre l'idée juridique non historique de l'État, les deux auteurs ont défendu l'idée sociologique de l'État. C'est la conquête d'une tribu sur une autre dans le but d'une exploitation économique par la soumission politique qui donne naissance à l'État. Sur ce point, Ibn Khaldoun apparaissait comme une référence particulièrement fiable. Sa réception dans les travaux de Gumplowicz et d'Oppenheimer apporte également un éclairage différent sur le refus très remarqué de théories sociales importées, considérées comme non pertinentes.
      In the course of recent debates, Ibn Khaldun has been (re-)claimed not as a precursor, but as one of the “founding fathers” of sociology. This entails the suspicion that Ibn Khaldun's legacy, especially his Muqaddima as an important reference in the foundational phase of modern European sociology, has been sidelined in the construction of the sociological canon and thus remains an unacknowledged source today. This paper presents a historical case of South-North reception of sociological theory. A systematic assessment of the reception of Ibn Khaldun in early German-language sociology reveals that while his acknowledgment was quantitatively rather low, it was indeed qualitatively interesting. In particular, two important early sociologists, Ludwig Gumplowicz and Franz Oppenheimer, mobilized references to his Muqadimma in the context of their “sociological theory of the state.” They discovered the fundamental theoretical convergence between their approach and the early Arab scholar. Against the ahistorical philosophical idea of the state and the non-historical juridical idea of the state, both authors defended the sociological idea of the state. It is the conquest of one tribe over another with the aim of economic exploitation through political subjugation that gives rise to the state. Here, Ibn Khaldun appeared as a particularly reliable reference. His reception in the works of Gumplowicz and Oppenheimer also sheds a different light on the much-voiced refusal of imported social theory as being irrelevant.

      S'appuyant sur une synthèse originale de sociologie et d'anthropologie, les études de communautés ont représenté une première tentative d'indigénisation des sciences sociales dans des contextes non occidentaux. Cet article examine le développement historique de ce genre d'études en Chine continentale, à Taïwan et à Hong Kong. Dans les années 1930 et 1940, l'école de sociologie de Yenching a activement encouragé les études de terrain des communautés locales comme un moyen adapté de comprendre la société et la culture chinoises. Après le coup d'arrêt imposé à la sociologie en Chine continentale, la tradition des études de communautés a été poursuivie à Taïwan et à Hong Kong, tout en s'y voyant considérablement transformée. Les sociologues et anthropologues ont utilisé ces deux terrains urbains comme substituts de la société chinoise traditionnelle et comme laboratoires d'étude de la modernisation et des changements sociaux. Alors que les études de communautés dans la sphère chinoise se focalisaient sur l'enjeu plus vaste de l'indigénisation ou de la sinisation, la construction institutionnelle et les percées théoriques dépendaient souvent de contacts occidentaux plutôt que d'initiatives anti-hégémoniques de sociologues non occidentaux.
      Building on a creative synthesis of sociology and anthropology, community studies represented an early attempt in the indigenization of social science under non-Western settings. In this paper, I review the historical development of community studies in mainland China, Taiwan and Hong Kong. In the 1930s and 1940s, the Yenching School of Sociology had actively promoted the field study of local communities as a viable way of understanding Chinese society and culture. With the suspension of sociology in mainland China, the tradition of community studies was kept alive but significantly transformed in Taiwan and Hong Kong. Local, expatriate and émigré sociologists and anthropologists utilized the two cities as substitutes for traditional Chinese society and as social laboratories for charting modernization and social change. While community studies in Chinese contexts were devoted to the broader aim of indigenization or sinicization, institutional building and theoretical breakthroughs were often dependent on Western connections rather than the anti-hegemonic initiatives of non-Western sociologists.

While community studies in Chinese contexts were devoted to the broader aim of indigenization or sinicization, institutional building and theoretical breakthroughs were often dependent on Western connections rather than the anti-hegemonic initiatives of non-Western sociologists.

      Cet article analyse les contributions d'auteurs qui ont travaillé dans les premières universités brésiliennes – notamment l'Universidade de São Paulo, fondée en 1934, et l'Universidade do Distrito Federal, fondée en 1935 – et qui ont acquis une influence internationale, en s'intéressant à leurs relations avec des collègues européens (et surtout français) ayant contribué aux « missions universitaires » au Brésil. Ces chercheurs ont élaboré des raisonnements antiracistes pour comprendre les communautés racialisées brésiliennes et développé des idées sur la tropicalité qui remettaient en question les conceptions classiques européennes sur une prétendue « infériorité » des peuples tropicaux et de leurs terres, fondée sur le déterminisme environnemental ou sur le racisme scientifique. Ces visions antiracistes des tropiques, que j'appelle « tropicalisme social », ont acquis une renommée internationale grâce aux publications du géographe brésilien Josué de Castro (1908-1973). Sur la base de nouvelles archives et de la littérature récente sur la tropicalité et la (post-)décolonialité, j'analyse les premiers réseaux de Castro avec d'autres chercheurs transnationaux, tels que le sociologue français Roger Bastide (1898-1974) et l'anthropologue brésilien Artur Ramos (1903-1949). Examiner ces échanges intellectuels permet d'apprécier le « hub » brésilien des sciences sociales organisé autour de ces premières universités et la façon dont celui-ci a contribué à nourrir la pensée critique et à remettre en question des visions traditionnelles du Sud en tant que simple récepteur des théories venant du Nord.
      This paper explores the contributions of authors who worked in the first Brazilian universities—the Universidade de São Paulo, founded in 1934, and the Universidade do Distrito Federal, founded in 1935—and became internationally influential, by focusing on their acquaintance with European (and especially French) colleagues who contributed to the “University Missions” in Brazil. These scholars built anti-racist approaches to understanding Brazilian racialised and marginalised communities and developed ideas on tropicality that challenged classical European views of an alleged “inferiority” of tropical people and their lands, based on environmental determinism or scientific racism. These anti-racist views of the tropics, which I call “social tropicalism”, acquired international renown thanks to the publications of Brazilian geographer Josué de Castro (1908-1973). Based on new archives and drawing upon recent literature on tropicality and post/decoloniality, I analyse Castro's early networking with other transnational scholars such as French sociologist Roger Bastide (1898-1974) and Brazilian anthropologist Artur Ramos (1903-1949). Discussing these intellectual exchanges allows for an appreciation of the Brazilian social science “hub” organized around these early universities, and the way they contributed to shape critical scholarly thinking and challenged traditional views on the South as a “tributary” of Northern theories.

    • “Global” Entanglements of a “Local” Medical Historian - Chen Hao p. 139-151 accès libre avec résumé avec résumé en anglais
      Cet article se propose d'explorer la formation d'une discipline appelée histoire de la médecine chinoise dans la première moitié du xxe siècle à travers l'étude du cas d'un historien de la médecine, Chen Bangxian, et de ses écrits. Chen a acquis des connaissances sur les tendances récentes de l'histoire médicale mondiale dans son monde local de manière indirecte, lorsque la pensée des historiens des pays germanophones s'est répandue dans d'autres pays occidentaux, au Japon et enfin en Chine. L'article explore comment comprendre l'interaction entre la connaissance et l'historiographie dans la première moitié du xxe siècle dans un contexte mondial, et révèle comment une historiographie qui a embrassé à la fois les tendances mondiales et les historiens ayant une expérience transnationale limitée a créé une nouvelle façon, "moderne", d'écrire l'histoire de la médecine dans la Chine républicaine.
      This paper proposes to explore the formation of a discipline named Chinese medical history in the early half of 20th century through a case study of a medical historian, Chen Bangxian, and his writings. Chen gained knowledge about recent trends in world medical history in his local world indirectly, when the thinking of historians in the German-speaking countries spread to other Western countries, to Japan, and finally to China. The article explores ways to understand the interaction between knowledge and historiography in the early half of 20th century in a global context, and reveals how a historiography which both embraced world trends and historians with limited transnational background at the same time created a new “modern” way to write medical history in Republican China.
    • Competing Politics in Regionalizing the Social Sciences - Katja Castryck-Naumann p. 153-180 accès libre avec résumé avec résumé en anglais
      Cet article analyse la production de connaissances scientifiques de l'anthropologue et sociologue indienne Irawati Karve (1905-1970) dans le contexte de la décolonisation de l'Inde. J'éclaire ses efforts pour discuter les connaissances en sciences sociales validées au niveau international et pour les adapter aux questions et traditions d'enquête locales et nationales. À travers une analyse de la réception de son travail, qui comprend une critique acerbe de Louis Dumont, je discute de la façon dont les efforts de Karve ont été limités non seulement par un système international de validation principalement influencé par les chercheurs des institutions du Nord global, mais aussi par l'héritage colonial omniprésent en anthropologie. En considérant le cas de Karve comme un exemple de double contrainte entre les impulsions nationalisantes/indigénisantes dans la production du savoir scientifique et les inégalités mondiales dans la géopolitique de la science internationale, je réfléchis à la position difficile occupée par les sociologues et les anthropologues du Sud dans leur quête de décolonisation du savoir.
      The Conseil pour le développement de la recherche en sciences sociales en Afrique (Council for the Development of Social Science Research in Africa, CODESRIA) was set up in Dakar in a critical response to the parallel founding of a social science research council for sub-Saharan Africa by UNESCO's Division of Social Sciences. The two bodies represent competing politics of regionalizing the social sciences. UNESCO, as an intergovernmental organization, operated through government representatives and planned to organize cooperation between the all-existing regional research councils in a top-down manner from the Paris headquarters. CODESRIA stands for self-directed initiative of academics regarding regional collaboration and transregional networking from below. These politics shed light on conflicts about who directs the course of the international social sciences in times of decolonization. They also offer a more global understanding of the fields' development. Through the European Research Council, which aimed to create an East-West-dialogue across the Cold War divide, we can see shared interests and a tacit dialogue between the “global South” and the “East”.
    • Indian Sociology and Anthropology Between a Decolonising Quest and the West - Thiago P. Barbosa p. 181-211 accès libre avec résumé avec résumé en anglais
      Le Conseil pour le développement de la recherche en sciences sociales en Afrique (CODESRIA) a été créé à Dakar en réponse à la création parallèle d'un conseil de recherche en sciences sociales pour l'Afrique subsaharienne par la Division des sciences sociales de l'UNESCO. Les deux organismes représentent des politiques concurrentes de régionalisation des sciences sociales. L'UNESCO, en tant qu'organisation intergouvernementale, opérait par le biais de représentants gouvernementaux et prévoyait d'organiser la coopération entre les conseils de recherche régionaux existants depuis le siège de Paris. Le CODESRIA représente une initiative autonome des universitaires en matière de collaboration régionale et de mise en réseau transrégionale depuis la base. L'histoire de ces politiques institutionnelles mettent en lumière les conflits relatifs à la question de savoir qui dirige le cours des sciences sociales internationales en période de décolonisation. Elles offrent également une compréhension plus globale du développement de ces domaines. Grâce au conseil européen de la recherche qui visait à créer un dialogue Est-Ouest par-delà le fossé de la guerre froide, nous pouvons constater des intérêts communs et un dialogue tacite entre le "Sud global" et l'"Est".
      This paper analyses the scientific knowledge production of Indian anthropologist/sociologist Irawati Karve (1905-1970) against the backdrop of India's decolonisation. I shed light on her efforts to engage with internationally validated social scientific knowledge and to adapt it to local and national questions and traditions of inquiry. Through an analysis of her work's reception, which includes sharp criticism by Louis Dumont, I discuss how Karve's efforts were restricted not only by an international system of validation majorly influenced by scholars in centres in the global North, but also by the pervading colonial legacy of anthropology. Thinking with Karve's case as an example of a double bind between nationalising/indigenising impulses in the creation of scientific knowledge and global inequalities in the geopolitics of international science, I reflect on the difficult position occupied by sociologists and anthropologists in the global South in response to the quest of decolonising knowledge.
    • Géopolitique et circulation des savoirs en sociolinguistique du multilinguisme et de l'éducation au Nord et dans le Sud global - Isabelle Léglise p. 213-238 accès libre avec résumé avec résumé en anglais
      Cet article s'intéresse à la géopolitique de la production du savoir en sociolinguistique et à deux processus identifiés dans la littérature en anglais dernièrement. Certains travaux montrent d'une part que les langues autres que l'anglais sont rendues invisibles dans les revues internationales, comme si elles n'avaient apporté qu'une contribution périphérique à la sociolinguistique. D'autres travaux, émanant de collègues issus du Sud global, appellent à décoloniser le champ du multilinguisme et de l'éducation dans lequel de nombreux concepts sont apparus récemment en Occident et se sont répandus très largement. Au regard de ces travaux, très peu connus dans les espaces francophones, l'article pointe l'absence de débat sur ces questions en sociolinguistique en France. Il suit ensuite le développement de l'un des concepts clés apparu récemment – celui de translanguaging – et montre les processus de reprise, circulation, réappropriation de ce concept, mais aussi d'invisibilisation d'une partie de ses origines ainsi que d'autres notions similaires antérieures. Il conclue sur l'emboîtement des mécanismes de périphérisation actuels dans la recherche.
      This article looks at the geopolitics of knowledge production in sociolinguistics and at two processes identified in the English speaking literature in recent times. On the one hand, some work shows that languages other than English are rendered invisible in international journals, as if they had made only a peripheral contribution to sociolinguistics. Other works, by colleagues from the global South, call for a decolonisation of the field of multilingualism and education, in which many concepts have recently emerged in the West and become widely used. In view of this work, which is little known in the French-speaking world, the article points out the lack of debate on these issues in sociolinguistics in France. It then follows the development of one of the key concepts that has recently appeared—that of translanguaging—and shows the processes of recovery, circulation, and reappropriation of this concept, but also of invisibilisation of part of its origins as well as of other earlier similar notions. It concludes with a discussion of the interlocking mechanisms of peripheralisation currently used in research.

      L'objet principal de nos analyses critiques est le système d'enseignement supérieur italien, un ensemble de 97 universités (69% d'universités publiques et 31% d'universités non publiques accréditées) et quelques programmes professionnels post-secondaires. Ce système a historiquement été considéré comme centralisé et corporatif. Dans cet article, nous souhaitons à la fois présenter les principales composantes du système et débattre de manière critique des transformations majeures qui ont conduit à un mélange d'autonomie et de concurrence interne au cours des trente dernières années. Compte tenu de la nature élitiste de son organisation dans le passé, l'enseignement supérieur italien repose toujours sur une séparation rigide entre les domaines d'études, ce qui le rend moins efficace pour promouvoir la réussite scolaire (un défaut mis en évidence par les taux élevés d'abandon universitaire) et des caractéristiques corporatives profondément ancrées qui ne parviennent pas à compenser son sous-financement structurel. Les réformes récentes ont profondément redessiné le paysage selon les principes du New Public Management, encouragé une plus grande autonomie des universités et favorisé une approche de régulation quasi-marchande basée sur l'évaluation de la qualité, les carrières axées sur la performance et l'évaluation quantitative de la recherche. Nous présentons et discutons ces sujets, en considérant leurs effets sur la gouvernance et la gestion, ainsi que sur les étudiants, les activités de recherche et la profession universitaire.
      The key object of our critical analyses is the Italian higher education system, a set of 97 universities (69% state and 31% accredited non-state universities) and a few post-secondary vocational programmes. This system has historically been considered centralised and corporative. In this paper, we aim to both outline the main components of the system and critically debate major transformations that have led to a mix of autonomy and internal competition in the last thirty years. Given the elitist nature of its organisation in the past, Italian higher education is still based on a rigid separation between fields of study, making it less effective at promoting educational success (a shortcoming evidenced by high rates of university dropout) and deeply embedded corporative characteristics that are unable offset its structural underfunding. Recent reforms have profoundly redesigned the landscape according to New Public Management principles, promoted greater university autonomy, and fostered a quasi-market regulation approach based on quality assessment, performance-driven careers, and the quantitative evaluation of research. We present and discuss these topics, considering their impact on governance and management as well as on students, research activities, and the academic profession.
