Israël et la Syrie, motivés par des objectifs stratégiques contradictoires, ont contribué à affaiblir l'OLP, voire à la neutraliser largement. L'Etat hébreu vise à exclure l'organisation de Yasser Arafat d'un éventuel processus de paix. La république baasiste souhaite l'y intégrer, mais sous sa houlette. La guerre du Liban, en 1982, et la mutinerie au sein du Fath, en mai 1983, suivis des mesures prises par Damas contre les fedayin loyalistes, ont privé l'OLP, du moins provisoirement, de son option militaire. Paralysée également sur le plan diplomatique par le rejet israélien, le veto américain, la passivité soviétique, des connivences arabes qui se conjuguent pour aggraver ses divisions internes, la centrale palestinienne traverse la crise la plus menaçante de son existence. The split in the PLO, by Eric Rouleau
Although they have been motivated by contradictory strategie objectives, both Israël and Syria have contributed to weakening, if not largely neutralising, the PLO. Israel aims to exclude Yasser Arafat's organisation from any possible peace negotiations, whilst Syria wishes it to be included, but under its mantle. The Lebanese war in 1982, the mutiny within El Fatah in May 1983 and Syrian reprisals against Fedayeen loyalists have combined to deprive the PLO of its military capacity, at least for the time being. It also suffers from paralysis on the diplomatic front due to Israeli rejection, the American veto and Soviet passivity. All this combined with the connivance of some Arabs to aggravate its internal divisions, add up to the most menacing crisis the PLO has yet had to face.
