Face à face, sur les deux rives du Pacifique, les Etats-Unis et le Japon — les deux plus performantes et puissantes économies du monde libre — entraînent un certain nombre de pays de cette zone dans une sorte de « spirale vertueuse » économique et technologique. Peu à peu, se crée dans ce bassin un univers en soi, un tout : économiquement cohérent, caractérisé par l'importance des échanges transpacifiques (par rapport aux taux flux commerciaux et financiers avec l'extérieur) ; technologiquement avancé ; culturellement entraîné vers un modèle de civilisation du XXIe siècle ; régionalement aspirant — accessoirement — à une certaine coopération. Une « économie-monde » (Weltwirtschaft) - au sens de Fernand Braudel — se constitue par le jeu des agents économiques, et non par un dessein des Etats-nations. The Pacific, A New « New World », by René Servoise
Facing each other on opposite sides of the Pacific are the two most powerful and successful économies of the free world, the United States and Japan. Economically and technologically, they are creating a kind of « virtuous spiral » into which a number of other countries of the region are being drawn. A new and self-contained economy is being created around the Pacific basin. It is becoming an economically coherent whole thanks to considerable trans-Pacific trading activity, which is more important than their commercial and financial links with other parts of the world. This entity is technologically advanced and culturally geared towards the 21st century and a spirit of regional cooperation is emerging. An « economic world » (Weltwirtschaft) in the Fernand Braudel sense of the term has developed througt the interplay of economic agents and not by the design of nation states.
