Le Pakistan est devenu le quatrième bénéficiaire dans le monde de l'aide américaine à la sécurité, depuis la chute du Shah et l'intervention soviétique en Afghanistan en 1979. Mais la modernisation de l'armée pakistanaise avec du matériel américain, et la viabilité de l'accord bilatéral de défense de 1959 semblent de peu d'utilité face aux situations propres au terrain. Le pays paraît divisé quant à la conduite que devrait adopter l'armée devant les violations constantes de l'espace aérien du pays, tandis que de nombreux membres de l'opposition recommandent aux diplomates de faire preuve de plus de souplesse dans les conversations indirectes de Genève, c'est-à-dire vis-à-vis de Kaboul et de Moscou. L'absorption des quelque trois millions de réfugiés afghans pose de graves problèmes aux deux provinces principalement concernées, mais ceux-ci ne semblent pas insurmontables. Pakistan's Role in the Afghan Crisis, by Jean-Christophe Victor
Pakistan has become the fourth highest beneficiary of American defence aid since the fall of the Shah and Soviet intervention in Afghanistan in 1979. However, the modernisation of Pakistan's army with American material and the viability of the 1959 bilatéral defence agreement seem of little use faced with the actual situation on the terrain. The country seems divided on the question of how the army should deal with the constant violations of its airspace, whilst many amongst the opposition are in favour of more flexibility on the part of diplomats in the indirect talks in Geneva with respect to Kabul and Moscow. The problems of absorbing around 3 million Afghan refugees are grave, especially for the two provinces principally concerned, but they do not seem insurmountable. Source : Éditeur (via Persée) |
