Les discours économiques de M. S. Gorbatchev permettent de définir la position du nouveau secrétaire général du PCUS sur les problèmes de l'économie soviétique, qu'il juge cruciaux pour tout l'avenir de son pays, et de se faire dans une certaine idée du personnage. Le « style » de Gorbatchev comporte au moins deux caractéristiques fondamentales : le sentiment d'urgence qui l'habite et sa volonté opiniâtre de réconcilier enfin l'action et la parole. Ce profil particulier confère leur originalité véritable aux solutions proposées par Gorbatchev pour réactiver l'économie soviétique : instaurer une cohésion sociale pour rendre au système son efficacité ; réindustrialiser l'URSS à l'aide d'un ambitieux programme d'investissements de modernisation ; rééquilibrer l'administration économique au détriment de la centrale de planification et au profit de l'« esprit d'entreprise ». Chacun des volets de la politique préconisée par le nouveau guide de l'URSS appelle des critiques. De même, il n'est pas sûr qu'ils puissent s'articuler en une véritable stratégie. Mais la question centrale se situe sans doute ailleurs : la dynamique Gorbatchev a-t-elle une chance de se perpétuer, face au poids des castes et à l'inertie du corps social ? The Gorbachev Dynamic, by Georges Sokoloff
A reading of Gorbachev's speeches throws light both on the man himself, as well as on his approach to Soviet economie problems. It is clear that the Secretary of the Party considers these problems of crucial importance for the future of his country, and we can discern from his style two fundamental elements of his personality. He is imbued with a sense of urgeney on the one hand, and also with great détermination to match actions with words. Gorbachev's proposed solutions for reviving the Soviet economy have a ring of genuine originality. Through the promotion of social cohésion, he believes the system can regain efficacy. He wishes to reindustrialise the USSR, through ambitious programmes of investment and modernisation. He also wishes to reorganise économie administration with less emphasis on central planning and more scope for managerial initiative. Each one of these aims will meet with criticism and it is not at ail sure that they can be moulded into an overall strategy. The issue of most importance, however, is whether the Gorbachev dynamism can pene-trate the vast, heavy layers of caste and social inertia existing in the Soviet Union.
