Le raid américain sur la Libye a temporairement suscité un mouvement public en faveur de Kadhafi et de son régime partout dans le monde arabe et en Afrique. Mais la plupart des analystes considèrent qu'il s'agit là d'un effet à court terme du raid. Les dirigeants arabes et africains demeurent profondément méfiants à l'égard du bouillant colonel et de ses arrière-pensées. Mis part le Soudan et la Tunisie, il paraît douteux que l'on voit la Libye se lancer dans autres aventures spectaculaires en Afrique ou au Mahgreb dans un avenir proche. Les contraintes pour Kadhafi ne résultent pas tant de l'opposition américaine et française à son régime, mais plutôt de l'effondrement des cours du pétrole dans le monde. Le pouvoir et l'influence de Kadhafi étant enracinés dans la santé pétrolière de son pays, peut avoir des soucis beaucoup plus graves à l'intérieur de chez lui. Source : Éditeur (via Persée) |

Qaddafi : Yesterday, To-Day and To-Morrow, par Judith Miller
The American raid on Libya has temporarily garnered public support for Qaddafi and his regime throughout the Arab world and Africa. But most analysts see this as a short term effect of the raid. Arab and African leaders remain deeply suspicious of the ecclectic colonel and his underlying motives. The mistrust him. Apart from Sudan and Tunisia, Libya seems unlikely to make further spectacular inroads in Africa or the Mahgreb in the near future. The constraints for Qaddafi lie not in so much in American and French opposition to his regime, but in the collapse of the world price of oil.
