La professionnalisation militaire et la radicalisation idéologique du terrorisme interne comme l'utilisation par certains Etats, notamment la Syrie, de la pression terroriste à des fins diplomatiques rendent la confrontation durable. 1980-1982 constitue un tournant, accentué par une sous-estimation du potentiel violent d'Action directe mais, surtout, préparé par les contradictions de la politique étrangère française au Proche et au Moyen-Orient. Les actions du groupe terroriste français ne pèsent pas autant sur la politique gouvernementale que ne le font les « messages » du terrorisme international. La fermeté contre les premiers peut s'accompagner de concessions devant les seconds. Aussi vivre avec ces terrorismes suppose-t-il un regard critique sur les ambitions de puissance et les alliances d'opportunité de la France. Source : Éditeur (via Persée) |

Terrorism in France : The Temptation of Sanctuary, by Edwy Plenel
Terrorism is likely to be a durable phenomenon in France because home-grown terrorists have improved their military proficiency and increased the radicalism of their ideology. Furthermore, certain foreign states, notably Syria, are using terrorist pressure as an alternative to diplomacy for the furtherance of their foreign policy objectives. During 1980-1982, the French government underestimated the potential for violence of « Action Directe » and had a contradictory policy towards the Near and Middle East, which led to an upturn in terrorist activity. Actions by domestic terrorist groups have had less impact on policy than « demands » of international terrorism. While dealing firmly with the former, the government has made concessions to the latter.
