| Résumé |
« L'ouverture bureaucratique » imposée aux administrations locales en RDA par le Parti se traduisit par la transformation volontariste de la composition sociale des agents de
l'État, l'accroissement de leur accessibilité au public et l'injonction « d'avoir du cœur » dans
le traitement des individus. Ces dispositifs eurent des effets paradoxaux sur les pratiques des
agents de l'État et des auxiliaires administratifs dans leurs interactions avec les administrés.
À travers l'exemple des politiques du logement, l'article montre que si cette domination rapprochée favorisa la pénétration des logiques du pouvoir dans le tissu social, elle eut aussi la
conséquence d'encastrer les logiques sociales dans le fonctionnement quotidien de l'administration, contribuant ainsi à l'hypertrophie bureaucratique et à l'érosion de l'autorité des

The Paradoxical Effects of the “Opening up” of Bureaucracy in the GDR.
The paper begins with an analysis of the measures used to “open up” local bureaucracies in the GDR through the modification of the social characteristics of rank and
file bureaucrats, as well as directives aimed at making them accessible and more
compassionate in their dealings with the public. This “socialist model” of local administration produced contradictory effects on administrative practice and the forms
of interaction with the public. Through the example of housing policy, the article
shows that while this configuration aimed at bringing the administration “closer” to
the people favored the penetration of the logics of the State into the social fabric, it
also resulted in bringing social logics into the daily functioning of the administration, thereby contributing to bureaucratic overload and a gradual erosion of the authority of street-level bureaucrats. Source : Éditeur (via Cairn.info) |
