L'Espagne a été l'une des démocraties occidentales les plus affectées par le terrorisme et ayant acquis la plus grande expérience en matière de lutte contre ce phénomène. D'une part, elle a affronté le terrorisme de l'eta, face auquel elle s'est bâti une expérience antiterroriste conséquente qui lui a permis d'affaiblir considérablement cette organisation jusqu'à pratiquement la vaincre. D'autre part, les attentats du 11 mars 2004 à Madrid ont mis en évidence le défi que représente le terrorisme djihadiste. Pour donner une réponse à cette menace d'ordre international, il a été nécessaire d'adapter les moyens et les organismes de sécurité intérieure. Les dernières années de la vie politique espagnole se sont malgré tout caractérisées autant par un affrontement entre les deux principaux partis du pays que par une profonde division sociale à ce sujet, situation qui contraste fortement avec celle qui avait cours lors de la législature précédente. Among Western democracies, Spain has been the most affected by terrorism and has acquired the most extended experience in fighting the phenomenon. On the one hand, confronting the terrorism of ETA, it has developed a major expertise in anti-terrorism and has been able to greatly weaken this organization and practically to defeat it. On the other hand, the March 11, 2004 attacks in Madrid highlighted the challenge represented by jihadist terrorism. In order to respond to this international threat, the means and structures of domestic security have had to be adapted. Yet, in recent years, Spanish politics has been characterised both by a confrontation between the two main parties and by a major social division regarding terrorism.
