La vie politique de la République turque a été marquée depuis plus de quarante ans par les interventions répétées des militaires et une mise sous tutelle des institutions démocratiques. La puissance politique de l'armée peut s'expliquer par les dérèglements d'une démocratie pluraliste qu'elle n'a jamais considérée comme un impératif majeur de la modernisation kémaliste. Elle a aussi des racines historiques profondément ancrées dans la mémoire collective et s'appuie sur une forte légitimité sociale. La tension croissante entre un État centralisé et une société civile de plus en plus rétive à la discipline idéologique peut trouver une solution dans les changements entraînés par la candidature à l'Union européenne. La redéfinition des rapports de l'armée et du pouvoir civil est largement entamée, mais l'institution militaire demeurera une importante force d'influence. Source : Éditeur (via Cairn.info) |

For more than forty years, politics in Turkey has been characterized by repeated interventions of the military and a strict supervision of democratic institutions. The political power of the army can be explained by the malfunctioning of a pluralist democracy that it has never considered as a major necessity of the Kemalist modernization process. It also has historical roots firmly established in collective memory and it benefits from a strong social legitimacy. The growing tension between a centralized state and a civil society more and more reluctant to accept any ideological control, may find a solution in the changes produced by the European membership candidacy.
