Résumé L'administration parisienne est héritière d'une longue histoire qui imprègne encore aujourd'hui ses structures et ses mentalités et qui limite, parfois même, ses compétences. Profondément enracinée dans la culture de l'État et le service de l'intérêt général, elle s'est progressivement faite à l'idée qu'elle pouvait relever du code général des collectivités territoriales avec les spécificités qui s'attachent à son statut de capitale. À présent, l'administration parisienne se cherche de nouvelles voies pour s'adapter au rôle croissant des élus, adjoints au maire et maires d'arrondissement, de manière à mettre en œuvre le contrat de mandature sur lequel Bertrand Delanoë et son équipe municipale ont été élus et seront jugés mais, plus largement aussi, pour constituer un grand service public parisien.

Résumé anglais The Paris civil service has a long history that still permeates its structures and mentalities and sometimes even limits its competences. Deeply rooted in the culture of the State and the service of the common good, it has gradually come to accept the fact that it could depend from the general code applied to the other territorial authorities, with some specificities due to its status as the capital city. Currently the Paris civil service is seeking for new ways to adapt itself to the increasing role played by the elected representatives, the deputies of the mayor and the district mayors, in order to fulfill the contract upon which Bertrand Delanoë and his team were elected and will be judged and, beyond that, to create a solid public service for the capital.
