Résumé Le système des Nations unies comprend l'ONU et les institutions spécialisées ou apparentées qui lui sont reliées. Les activités de ces institutions et des nombreux organes de l'ONU couvrent l'ensemble de la vie sociale. Mais le système, né à la suite de la Seconde Guerre mondiale, a vieilli. Il est critiqué pour sa lourdeur et son inefficacité. Le vaisseau onusien paraît dépourvu de timonier. Le caractère inégalitaire du FMI et de la Banque mondiale ainsi que les politiques qu'ils imposent aux pays pauvres du Sud sont souvent stigmatisés. Avec l'Organisation mondiale du commerce, le FMI et la Banque mondiale paraissent les instruments de la « mondialisation libérale ». L'organisation mondiale peut-elle être démocratisée et devenir l'instrument d'un multilatéralisme rénové ?

Résumé anglais The UN system includes the UNO itself and a number of specialized or related institutions. The activities of these institutions and the many agencies of the UN cover the entire spectrum of social life. But the system created at the end of the Second World War has aged. It is being criticized for its slowness and inefficiency. The UNO vessel seems to have lost its captain. The unequal character of the IFM and the World Bank, together with the policies they impose on poor countries from the South are often criticized. With the World Trade Organization, the IFM and the World Bank appear as the instruments of “neo-liberal globalization”. The question is whether the international organization can be democratized and become the instrument of a renewed multilateralism.
