From transition to consolidation. a retrospective discussion of democratization studies
The paper argues that the concepts of transition and consolidation, which have oriented the body of scholarly work know as democratization studies, do not form a unified and coherent theoretical framework. In particular, the concept of consolidation can be traced to a variety of modernization theories that emphasized the maintenance of social consensus and the stability of political order, while the concept of transition is related to a theory of action. These divergent concerns ? the former with order, the latter with change ? can in turn be related to respective differences in their treatment of the concept of regime. The resulting theories of transition to democracy have tended to promote a model of change that is immediatly limited by the concept of consolidation. In this article, an attempt is made at reformulating these notions to allow for a broader, more dynamic and less intrinsically conservative understanding of democratization processes and their outcome.
