Production, mediation, reception... constituent operations of reform through impregnation
This article discusses the conditions for reform success and the implementation of new ideas and visions ; it is based on an empirical study of the restructuring of one instance of regional cooperation - Nordic cooperation since 1980. It first suggests a repertoire of actors (producer, mediator, receiver) whose combination in a reforming system is necessary to the success of any reform. It then develops a model that describes reform as a phenomenon of impregnation, whose success depends on the existence and the strength of the reforming system(s), the powers of the reformed system and the impact of time.
