La ville en plan, par Henri Coing
La planification urbaine n'est scientifiquement compréhensible que sous la condition préalable d'un renversement complet de perspective par rapport à l'appréhension commune, "naturelle", immédiate. La planification urbaine n'a rien à voir avec une science des bonnes formes urbaines, rien à voir avec l'organisation technique de la cohérence entre décisions de longue portée, rien à voir avec le résultat hasardeux du vaste jeu sociométrique des négociations entre acteurs. Il s'agit de la gestion politique des rapports sociaux au sein d'un système urbain, où les interventions planificatrices sont déclenchées par des contradictions (non par des problèmes), prises en charge par des instances (non par des institutions), par l'intermédiaire d'acteurs définis par les positions objectives qu'ils occupent dans le système de la production, de la propriété, de l'organisation sociale (non par le "pouvoir" qu'ils manifestent dans la négociation). Les rapports sociaux qui s'y développent n'ont pas leur base dans des modèles culturels, des systèmes de comportements mais dans un ensemble de rapports objectifs, étrangers en eux-mêmes aux représentations idéologiques dont ils sont le support.
