Analyser les politiques publiques, c'est étudier un moment crucial de la lutte politique. Pour ce faire, il faut se départir de deux postulats courants : celui de l'instrumentalité de la bureaucratie et celui de l'extériorité radicale de l'Etat face à la société civile. La mise en œuvre par l'Etat de la fonction politique de maintien de la cohésion sociale fait appel à deux mécanismes parfois contradictoires d'intégration - la régulation et la légitimation. Les incertitudes qui pèsent sur sa réalisation mettent en lumière les processus fondamentaux d'apprentissage et d'invention intellectuelle qui caractérisent les politiques publiques. Dans une situation d'interpénétration profonde entre l'Etat et la société, les bureaucraties se constituent en acteurs politiques de premier plan ; la production des acteurs sociaux devient largement conditionnée par l'action de l'Etat. A côté de la scène politique officielle, apparaissent ainsi d'autres politiques largement dominées par diverses formes de corporatisme. Source : Éditeur (via Persée) |

Analyzing public policies means studying a crucial moment of political combat. The analyst must depart from two common postulates : that of thé instrumentality of the bureaucracy and that of the radical exteriority of the State vis-à-vis the civil society. The performance by the State of the political function of maintaining social cohesion makes use of two sometimes contradictory mechanisms of integration-regulation and legitimation. The uncertainties which weigh on ils achievement shed light on the fundamental processes of learning and intellectual invention which characterize public policies. In a situation of great interpenetration between the State and society, the bureaucracies become major political actors ; the production of social actors becomes to a large extent conditioned by the action of the State. Outside the official political arena, there appear other policies dominated to a large extent by various forms of corporatist behavior. Source : Éditeur (via Persée) |
