« L'affaire Ponting » a commencé avec la poursuite en justice de Clive Ponting, haut fonctionnaire au ministère britannique de la Défense, en août 1984, pour fuites sur les circonstances du torpillage du General Belgrano, durant la guerre des Malouines en 1982. Clive Ponting est acquitté en janvier 1985. L'analyse des événements ayant conduit aux fuites et de l'attitude du gouvernement et de l'opposition face à l'« affaire » permet de s'interroger sur l'intervention du gouvernement dans le fonctionnement de la justice, la législation sur le secret des actes officiels, la neutralité politique des hauts fonctionnaires britanniques et la nécessité éventuelle d'une réforme qui conduirait à l'institution de cabinets ministériels à la française. The « Ponting affair » started in August 1984 with the prosecution of Clive Ponting, Assistant Secretary at the UK Ministry of Defence, for having leaked documents relating to the sinking of General Belgrano during the 1982 Falklands war. Clive Ponting was acquitted in January 1985. This article examines the origins of the leaks, the attitude of the government and of the opposition, and the issues which the « Ponting affair » raised - i.e. government intervention in the course of justice, the workings of the Official Secrets Act, the political neutrality of British higher civil servants and the need for reform which might lead to the creation of French-style ministerial cabinets.
