L'étude du conflit qui a opposé pendant plus de dix ans la municipalité socialiste de Roubaix à l'association d'un quartier vétusté menacé de destruction analyse les différences dans les modalités de résolution du conflit adoptées par une municipalité SFIO puis Union de la gauche à forte dominante socialiste. Elle montre comment l'action de l'association, pragmatiste et fondée sur des liens communautaires, a permis une transformation du schéma décisionnel de la municipalité, mais est restée sans effet sur le système politique municipal. D'autre part, cette étude s'interroge sur la fonction du conflit dans la modification des attitudes de la municipalité et de l'association, et des relations entre le système politico-administratif municipal et son environnement associatif. The study of the ten-year long conflict between the socialist municipality of Roubaix and a run-down neighborhood association illustrates the differences in modes of conflict resolution adopted by an SFIO city council, later « Union of the left », but still strongly dominated by socialists. It shows how the associations action, pragmatic and based on community links, made possible a transformation of the decision-making pattern of the municipalitv, but had no impact on the municipal political System. The study also questions the role of the conflict in the modification of the attitudes of both the municipality and the association and of the relations between the municipal political-administrative System and its associational environment.
