Dans les pays du Centre-Est européen, les débats sur la question allemande sont à la fois révélateurs d'une identité nationale fragile et le passage obligé de toute réflexion, de tout projet politique visant à surmonter le statu quo hérité de la dernière guerre mondiale. Deux débats récents illustrent ce phénomène. Le premier se veut non politique et concerne la redécouverte d'une identité culturelle centre-européenne. Or celle-ci est impensable sans la prise en compte du fait allemand (et de la présence de minorités allemandes), identifié tantôt à la modernisation et à la pénétration de la civilisation occidentale, tantôt à l'oppression nationale. Le second débat concerne la « sortie de Yalta ». Au-delà de l'utilisation de la menace allemande par les régimes du Centre-Est européen, deux thèses s'affrontent : (1) la hantise d'un nouveau Rapallo, d'une entente soviéto-allemande pardessus la tête des Polonais ou des Tchèques ; (2) la nécessité de surmonter la division de l'Europe, et donc celle de l'Allemagne. In the countries of East-Central Europe, the debutes concerning the German problem reveal the fragility of their national identity, and are the basis of all thinking and ail political projects concerning the overcoming of the legacy of World War II. Two recent debutes illustrate this phenomenon. The first, deliberately non-political, concerns the rediscovery of a Central European cultural identity, of which the German presence (including that of German minorities) is an element, identified at times with modernization and the penetration of Western civilization, and at times with national oppression. The second concerns the partition of Europe. Beyond the use of the German threat by the communist regimes in East-Central Europe, two contradictory theses have been put forward : (1) the ghost of a new Rapallo, a Soviet-German entente over the heads of the Czechs, the Poles and the Hungarians ; (2) overcoming the partition of Europe, and therefore that of Germany.
