La compréhension d'un effet collectif ou émergent demande la prise en considération de l'agrégation des actions individuelles qui lui ont donné naissance. La présente étude porte sur la complexité des rapports entre la décision d'intervention dans le système éducatif et les résultats obtenus dans un cas concret : l'unification de l'enseignement secondaire au Portugal dans les années soixante-dix. Cette unification s'est avérée constituer un effet d'agrégation de la politique éducative, déclenchant des effets inattendus, voire contraires aux buts de l'unification elle-même. Maria C. Alves-Pinto : Unification of secondary education : an aggregation effect in the educational policy in Portugal.
In order to understand the collective or emergent effect it is necessary to take into consideration the aggregation of individual acts which are behind this effect. This study takes a look at the complex nature found in the relation which exists between the decision to intervene in the educational system and the results obtained in a precise example : the unification of secondary education in Portugal during the seventies. This unification had an aggregation effect in educational policy, causing a series of unexpected effects which were in fact opposed to the objectives of the unification policy itself.
