	Résumé	Cet article part des résultats d'une enquête empirique comparant le fonctionnement de deux universités françaises et de deux universités allemandes et du constat de la faible interdépendance fonctionnelle liant les acteurs dans ce type d'organisation, pour analyser les modes d'intégration pouvant apparaître dans des structures constituées d'une fédération de petites cellules de production d'activités pédagogiques et scientifiques. Il est montré que, bien que l'intégration fonctionnelle soit faible dans ces organisations, les structures formelles jouent un rôle inhabituel mais indispensable pour que puissent émerger des formes d'intégration sociale ou d'institutionnalisation favorisant la prise de décision. 	Résumé anglais	Christine Musselin : Formal structures and the capacity of integration in French and German universities. This article is based on the results of an empirical survey comparing how two French universities and two German universities function, and on the finding of a low degree of functional interdependence between the actors in this type of organization. It goes on to analyze the different kinds of integration which may occur where there is a structure consisting of a federation of cells producing pedagogical and scientific activities. Despite the low degree of functional integration within this type of organization, it is shown that formal structures play an unusual but essential role allowing forms of social integration and institutionalization to emerge thus facilitating decision-making.
