L'euroscepticisme français des années 1990-2000 s'est souvent opposé à la politique de l'UE au nom d'une incompatibilité avec les valeurs « républicaines ». Loin d'être seulement tactique ou circonstanciel, ce discours renvoie à la question d'une contradiction identitaire entre culture politique nationale et culture politique communautaire. Repérable dès la signature des traités de Rome, la résistance théorique à l'Europe se réfère à un idéal-type républicain puisant ses sources dans une longue tradition politico-intellectuelle (mythe de 1789, théorie républicaine de l'État, philosophie sociale du CNR, modèle de politiques publiques des années 1950). Le caractère de plus en plus inédit de la « gouvernance » européenne a pu entretenir alors une critique tout à la fois « nationale » et démocratique « se renforçant mutuellement. Maastricht period often opposed EU policy by declaring it incompatible with « republican » values. Far from being only tactical or occasional, this political discourse refers back to the question of an identity contradiction between national political culture and European political culture. Obvious at the time of the signature of the Rome treaties, theoretical resistance to Europe refers to a republican model drawing its source from a long political and intellectual tradition (the myth of 1789, the republican theory of the state, and the social philosophy of the CNR, public policy model of the 1950s). The increasingly new nature of European « governance » was then able to foster criticism which was both « national » and « democratic », two aspects which strengthened each other.
