| Résumé |
La Cour des comptes est une juridiction indépendante, dont les travaux apportent un éclairage objectif et fouillé sur la gestion des politiques publiques. Les rapports qu'elle publie, qu'il s'agisse du rapport public annuel ou des travaux thématiques, sont des sources d'information précieuses pour le citoyen et a fortiori pour ses représentants à l'Assemblée nationale et au Sénat. Les parlementaires peuvent en outre, dans le cadre de la Constitution et depuis la lolf, bénéficier de l'« assistance » de la Cour, qui vient compléter les travaux spécifiques à leur attention. Le travail parlementaire s'en trouve éclairé, notamment pour ce qui a trait à la procédure budgétaire. Les évolutions envisageables des missions et de l'organisation des juridictions financières viendront améliorer encore son rôle d'évaluation des politiques publiques aux côtés du parlement. The Court of Auditors is an independent jurisdiction whose work sheds an objective and piercing light on public policy management. The reports it publishes, such as the annual public report or various thematic reports, are invaluable sources of information for the citizen and even more for his representatives in the National Assembly and the Senate. In addition, as established by the Constitution and the 1st August 2001 Organic Law regarding the budget system, MPs can benefit from the “assistance” of the Court which complements the works specifically submitted to their attention. The work of Parliament is thereby clarified, in particular with regards to the budgetary procedure. The possible evolution of the missions and organization of financial jurisdictions will further improve the Court's role in evaluating public policies in collaboration with parliament.
