Faute de statistiques régulières et crédibles, il est très difficile d'étudier la place et les fonctions du système financier dans l'activité économique roumaine.
L'auteur s'y emploie néanmoins en analysant d'abord le système financier et budgétaire traditionnel. Il en montre ensuite l'évolution après l'arrivée au pouvoir du parti communiste, analysant les nouvelles fonctions dévolues au budget d'Etat etsarestructu ration dans le cadre des réformes du système financier.

The Romanian State Budget.
The absence of regular and reliable statistics concerning Romanian economic activity contribute to the difficulty of studying the functions of its financial system.
However, an attempted analysis is made of the financial system and the traditional budget as they appeared before the begining of the communist regime. He then describes their evolution since the communist party came to power and analyses the new functions of the state budget and how it has been restructured within the framework of the reforms of the financial system.
