Le 21 septembre 1977, M. Marinescu, président en exercice du Comité exécutif du CAEM a rencontré à Bruxelles le président en exercice du Conseil de la Communauté européenne, M. Simonet. Ce contact semble marquer un pas en avant dans la voie du rapprochement des deux blocs économiques de l'Europe et permet d'envisager le début des négociations entre les deux Communautés pour le printemps 1978.
Le but de notre étude est d'examiner l'évolution des propositions et des concepts ainsi que d'analyser les intentions et les intérêts de chacun des partenaires dans ce domaine et surtout d'expliquer les rapports liant les négociations entre la C.E.E. et le CAEM aux actes finaux de la Conférence sur la Sécurité et la Coopération en Europe.
Les problèmes évoqués ici seront présentés dans l'ordre suivant : d'abord on essayera d'expliquer les raisons des initiatives prises dans ce domaine par les pays membres du CAEM jusqu'à l'heure actuelle, ensuite on procédera à une présentation des intérêts économiques des pays membres des deux Communautés dans le cadre des statuts et des règlements en vigueur, enfin on examinera en détail les initiatives prises de part et d'autre pour en tirer les conclusions finales. The possibilities for Economie Cooperation in Europe.
On September 21, 1977 a meeting took place in Brussels between Mr. Marinescu, Acting President of the Executive Committee of Comecon and Mr. Simonet, Acting President of the Council of the European Community. This contact seemed to mark a step forward in economic relations between the two blocs and make it possible to foresee the beginning of négociations in the Spring of 1978.
The aim of our study is to examine the evolution of the propositions and concepts, to analyse the intentions and interests of each partner and to explain the relationship linking the négociations between the EEC and the Comecon to the final acts of the Conference on Security and Cooperation in Europe.
The problems evoked here are presented in the following order; first an attempt is made to explain the reasons for the initiatives taken in this field by the member countries of the Comecon up to the present time, to present the economic interests of the member countries of the two communities within the framework of the statutes and rules in vigor and finally to examine in detail the initiatives taken on both sides which lead to the final conclusions.
