Depuis le début des années soixante-dix, une évolution sensible s'est dessinée dans le droit public de la R.D.A. Elle caractérise notamment les actes législatifs ayant trait à la compétence des organes d'Etat centraux et locaux mais aussi à la place du citoyen dans l'Etat socialiste allemand.
L'auteur analyse essentiellement les modifications apportées en 1974 à la Constitution de 1968 ainsi que certaines lois parallèles concernant le Conseil des ministres, la Chambre du Peuple, le Conseil d'Etat, etc. Il met également en valeur le problème des relations internationales de la R.D.A. d'une part avec l'U.R.S.S. The Evolution of Administrative Law in the GDR following the YIII Congress of the SED (United Socialist Party of Germany).
Since the beginning of the seventies there has been a notable evolution in Administrative Law in the GDR. It is characterized namely by legislative acts pertaining to the prerogatives of central and local state organs and also to the citizen's place in the German socialist state.
For the most part, the author analyses the modifications made in 1974, in the Constitution of 1968, as well as certain collateral laws concerning the Council of Ministers, the Peoples' Assembly, the Counsel of State, etc. He also draws our attention to the problem of the GDR's international relations with the USSR (a priviledged ally) and with Federal Germany (relations of equality founded on the principles of International Law and applicable to all states).
