L'auteur évoque d'abord les circonstances particulières de la constitution ainsi que les formes qui sont liées à la naissanceet au développement des entreprises publiques en fonction de divers critères : juridique, économique et politique.- L'étude traite ensuite les trois aspects suivants : 1) institutionnel, 2) organisational et 3) fonctionnel.
Après avoir rappelé l'avènement des entreprises publiques, l'auteur analyse le statut ainsi que la finalité de celles-ci dans une optique comparative. L'étude de l'aspect organisationnel met l'accent sur la place de l'entreprise publique dans l'organisation et la direction de l'économie, d'une part, et sur le mode d'organisation du pouvoir dans l'entreprise publique, d'autre part. Les enseignements des trois expériences étudiées insistent sur la logique et la contradiction de l'entreprise publique. Constatant certains antagonismes dans le fonctionnement de chacun de ces modèles d'entreprises, l'auteur se demande si l'on ne peut parler de trois « rationalités » correspondant aux trois logiques respectives. Public Enterprise Management : a Study of Three Experiments, Algerian, French and Yugoslav.
The author recalls the particular circumstances leading to the formation of public enterprises, their inception and the various forms in which they evolved, according to three criteria : juridical, economic and political. The study goes on to examine the following three aspects : 1) institutional, 2) organizational, and 3) functional. The author discusses the advent of the public enterprise and goes on to a comparative analysis of their constitution and their ultimate significance. His analysis of the organizational aspect particularly emphasizes the role of the public enterprise in economic organization and administration, on the one hand, and on the other the power structure within such enterprises. The lessons drawn from the three examples under study stress both the logic of the public enterprise and its contradictions. The writer notes certain conflicts in the operation of each of his three models, and suggests the existence of three distinct « rationales » corresponding to the respective « logic » of his three examples.
