Cet article présente quelques conclusions concernant la branche téléphonie d'une étude comparative France-Bulgarie portant sur les modes de prises de décision dans les entreprises industrielles et qui confrontait trois branches : l'habillement, la construction mécanique et la téléphonie. L'enquête sur la branche téléphonie s'est déroulée au cours de l'année 1985-1986.
Trois aspects ont été plus particulièrement soumis à comparaison : le développement de la commutation électronique, c'est-à-dire le mode d'émergence d'un saut technologique très important ; le marché dans les télécommunications ; enfin l'emploi, à la fois quant à ses caractères et aux modalités de sa gestion. Nous avons pu mettre en évidence que les écarts entre les deux pays ne se situaient guère où on aurait pu a priori jes attendre (rôle de la puissance publique), mais concernait plutôt l'état du tissu industriel, l'insertion ou non au sein d'un marché porteur et surtout la situation du marché de l'emploi. Development of telecommunications : a comparative study France-Bulgaria
This article offers some conclusions relating to the telephonic branch of a comparative study of France and Bulgaria, which had to do with methods of decision-making in industrial enterprises, and which compared three branches - clothing, mechanical construction, and telephony. The study of the telephonic branch was carried out during 1985-1986. Three aspects were particularly singled out for comparison : the development of electronic switchboards, i.e. the emergence of a very sizeable technological leap ; the market in telecommunications, and finally employment, both in its nature and its modes of administration. We have been able to bring out the fact that the dissimilarities between the two countries are not to be found where one would a priori have expected them (the role of the authorities) but have to do rather with the state of the industrial fabric, with the place in it of the market, the labour market especially.
