| Résumé |
Une définition de la sécurité intérieure ne s'impose pas facilement. Cette dernière renvoie tout autant à l'interpénétration des notions de sécurité intérieure et extérieure, à la définition des nouveaux périmètres de sécurité de l'Union européenne (UE) qu'à la construction du concept au travers des discours politiques, des luttes bureaucratiques et des non-dits de la coopération policière en Europe. L'objet de cette contribution, au-delà de l'aridité des textes législatifs, est de donner un aperçu des implicites et des pratiques de la sécurité intérieure en Europe, de tenter d'en dégager les nouveaux enjeux, tout particulièrement en matière de contrôles aux frontières et de surveillance, de structure des forces et du lien coercition-justice pour ébaucher une alternative fondée plutôt sur ce qu'il faut protéger que sur ce qu'il faut réprimer. Internal Security in an Enlarged Europe : Discourse and Practices
Internal security is not quite easy to define. It relates at the same time back to the interpenetration of domestic and foreign security, the definition of the new safety zone of the European Union (EU), and to the construction of the concept through political discourses, bureaucratic conflicts, and all what is left unsaid by European police cooperation. Beyond the dryness of laws, the aim of this article is to offer an outline of the implicits and the practices in terms of internal security in Europe. Furthermore, we will try to bring out the new challenges, particularly in terms of borders control and surveillance, forces structure and of the link between coercion and justice in order to draft an alternative approach based on what needs to be protected more than on what needs to be cracked down on.
