Résumé anglais There are a multitude of difficulties which suggest that any comparison of executive powers should be avoided. However, a certain number of tendencies and particularities are emerging. An increased number of constraints are pushing towards a centralisation of authority at the level of executive power. An ensemble of similar tasks have to be carried out by personnel working for those who exercise executive powers but the relative weight of each of these tasks remains specific to each country. The essential characteristic which marks top-level personnel remains their institutional variety. Finally, the influence of top-level personnel is determined by the complex interplay of constitutional, political and organisational factors.
