Les relations entre l'Union africaine et les organisations sous-régionales sont régies par leurs actes constitutifs respectifs ainsi que par le traité d'Abuja de 1991. La division du travail entre chacune d'elles suivait un schéma fort simple. Mais la création en 1998 de la Communauté des États sahélo-sahariens (CEN-SAD) a révélé l'insuffisante coordination des organisations internationales africaines. Cette étude présente la CENSAD comme une organisation atypique et s'efforce de clarifier le rapport tout à la fois complémentaire et concurrentiel entre celle-ci et l'Union africaine. Relations between the African Union and the sub-regional organizations are governed by their respective constitutive acts and by the 1991 Abuja Treaty. The division of labour among them used to follow a very simple pattern. But the creation of the Community of Sahel-Saharan States (CEN-SAD) in 1998 revealed insufficient coordination among African international organizations.
