Résumé Accepting to be considered as immigration country from the beginning of the 90's, Portugal built its immigration policy according to his new global referential stemming from the revolution of 1974. Priority is to break with the isolation corresponding to the dictatorship years, thus European integration is a prior goal, and determines a very restrictive policy of immigration fiows' control, inspired directly by the Schengen norm. However, the weight of the colonial legacy, the Portugueses migratory past, and the assertion of a humanist tradition, constitue some lines of resistance to the European convergence, in particular since 1995. Immigration challenge is first on an international level On a domestic level, the issue remains coded in social terms but not in political ones, and is the subject of a relative consensus.
