In Spain, the history of partnership is relatively short, but from its initial importation as an exotic term from 'Europe'it has achieved considerable national currency in the context of local development and as a result of decentralising tendencies within the state and a new fluidity in the social policy roles of the public, private, and voluntary and community sectors. Partnership can be linked, problematically, to traditions of clientilism but much more positively to the contribution of informal social networks to social solidarity and inclusion in the face of unemployment and the multi-faceted urban and rural crisis affecting many parts of Spain in the 1990s.
