L'étude de la politique migratoire portugaise se veut exemplaire des contraintes rencontrées par un pays d'origine lorsqu'il tente de pallier les conséquences des flux des années 1960-1970. Après avoir rappelé dans quelles conditions s'étaient opérés les départs (dépendance des facteurs d'appel, illusions placées dans la théorie de la chaîne migratoire, incapacité à maîtriser les flux), l'auteur analyse les conséquences de l'arrêt des migrations décidé par les pays d'accueil dans les années 73-74. Le Portugal réorientera sa politique économique, évitera un retour massif des émigrés, auxquels il ne peut offrir de travail, alors qu'il a un besoin crucial de leurs transferts d'argent. Dans le moyen terme, les préoccupations essentielles du Portugal portent sur la gestion des communautés installées à l'étranger et la conservation des liens avec la mère-patrie. Pour le Portugal, la pérennité des sentiments identitaires ne pose pas de question, mais les modalités de représentation et de participation des expatriés s'avèrent problématiques. Comment faire pour que les émigrés portugais ne se sentent pas étrangers dans leur propre pays et ne se voient pas reprochés les « privilèges » dont ils disposeraient ? The study of Portuguese migratory policies is proposed as an example of the constraints encountered by the countries of origin as they attempt to palliate the consequences of the flows dating from the 1960s and the 1970s. After having brought back to mind the conditions of departure (dependency upon types of summoning, illusory faith in the theory of the migratory chain, inability to stem the flow), the author analyzes the consequences of the halt to migrations decided upon by the arrival countries in 1973-74. Portugal shall be compelled to reorient economic policies, and will thereby preclude the return « en masse » of its emigrants, at a time when it can't offer them work and is in critical need of the sums of money they send back from abroad. In the middle-range meantime, Portugal is basically preoccupied with the organisation of communities of overseas nationals and with the conservation of their links to the mother country. On this score, the perpetuation of feelings of Portuguese identity is not called into question ; nonetheless, the ways and means of representation and participation of the expatriated indubitably remain problematical. How is one to prevent the Portuguese emigrants from feeling alien to their own country and from being taken to task for the « privileges » from which they are said to benefit?
