Les intentions et des ambitions initiales qui avaient motivé l'adoption de la loi du 16 décembre 2010 de réforme des collectivités territoriales étaient de réduire le « millefeuille territorial », et dégager des économies. Au regard de ce dessein originel, on pourra relever que les avancées majeures en termes de rationalisation du système territorial concernent le bloc communal, avec la programmation d'un achèvement et d'une refonte de la carte intercommunale, tandis que la loi ne fait qu'esquisser l'articulation d'un bloc « région-départements », essentiellement par l'institution des conseillers territoriaux. — The incomplete reform of local and regional authorities — The initial plans and goals which originally underpinned the adoption of the Act of 16 December 2010 on the reform of local and regional authorities sought to reduce the large number of layers of territorial administration and secure savings. Bearing this in mind, there has been major progress in terms of the rationalisation of the territorial system at commune level, with the scheduling of a complete overhaul of the intercommunal map, and the Act gives basic shape to the region/department grouping, mainly through the creation of territorial councillors.
