| Résumé |
En 1998, la « réforme de la Coopération » a ouvert une phase de recomposition dans ce secteur d'action publique. Cette décision politique ambiguë – supprimant le ministère mais conservant un ministre de la Coopération – est l'aboutissement d'un processus ancien autant qu'elle se déclenche à la faveur d'une configuration politique spécifique – la cohabitation de 1997 –, dans un contexte de délégitimation forte de la politique africaine de la France. Le meccano institutionnel ainsi créé, maintenant une sorte d'équilibre entre différents acteurs majeurs (Affaires étrangères et Finances notamment), sera progressivement remis en cause, dans la pratique, au profit de l'Agence française de développement. Le mandat chiraquien marque ainsi la fin d'une époque, politiquement et institutionnellement, en matière de coopération au développement. Source : Éditeur (via Cairn.info) |

What remains of French « Cooperation » ? In 1998, a reform of the French « Coopération » (Aid) paved the way for significant changes. The reforms were however ambiguous. The Cooperation Ministry itself was disbanded whilst the post of Minister of Cooperation remained in place. This ambiguity must be understood as both the result of a long-standing process and as the product of a specific political state of affairs – the cohabitation between parties that came into being in 1997. All of this took place in a context in which France's interventionist approach to Africa was undergoing a crisis of legitimacy. The institutional mish mash which was an attempt at a delicate balancing act between a range of key players – the Ministry of Foreign Affairs and the Ministry of Finance –, was to finally crumble in practice, to the benefit of the French Development Agency.
