Au Maroc, la politique de clôture du dossier des années de plomb a accéléré le regroupement des victimes en un Forum vérité et justice, inscrivant régime et militants dans un cycle international de mobilisations contre les violences d'État. Les victimes ont imposé leur cause dans la rue et les débats publics. Réponse institutionnelle à la mobilisation et référence ambiguë aux expériences étrangères, la mise en place d'une Instance équité et réconciliation participe d'un autoritarisme renouvelé. Morocco during the black years: fairness and reconciliation ? In Morocco, the policy of closure on the black years induced victims to form a Truth and Justice Forum, which brought both militants and the regime into the realm of international movements against state violence. Victims have managed to make their cause heard in the streets such that it dominates public debate. This mobilization and the ambiguous reference to the experiences of other countries has led the regime to set up an Agency for « fairness and reconciliation », which is, in the end, an instance of renewed authoritarianism.
