La lutte contre l'impunité et les commémorations officielles en appellent certes à des valeurs universelles mais, dans le cas du génocide rwandais, elles ne peuvent se détacher de stratégies locales et d'une instrumentalisation de l'histoire à des fins très politiques. Elles ne débouchent donc pas sur un véritable travail de deuil ni sur une réconciliation nationale. La Belgique, au cœur de l'histoire contemporaine du Rwanda, a pu mieux trouver les moyens de repenser son histoire coloniale et inaugurer peut-être des relations véritablement postcoloniales avec le Rwanda de l'après-génocide. Mourning, commemoration, and justice in the Rwanda and Belgium Evidently, both the struggle against impunity and official commemorations appeal to universal values. However, in the case of the Rwandan genocide, they cannot be dissociated from local strategies and the instrumentalization of history for political ends. Thus, these endeavors do not lead ineluctably to a real work of mourning or to national reconciliation. At the heart of the contemporary history of Rwanda, Belgium could have found better means to rethink its colonial history and to inaugurate post-colonial relations with Rwanda following the genocide.
