La situation internationale au lendemain du 11 septembre peut-elle créer de nouvelles bases pour un règlement du conflit soudanais, qui dure depuis 1983 ? L'initiative américaine, analysée ici, pourrait le laisser espérer. Mais elle possède aussi ses points aveugles: les divisions internes de la classe politique américaine, la faible détermination des acteurs régionaux à s'engager dans une véritable médiation, le doute des belligérants à choisir la voie d'une solution politique. Pour aboutir à un règlement durable, il faudra également tenir compte de l'ensemble du champ politique soudanais et des évolutions des revendications de tous les acteurs, et intégrer les acquis, fragiles mais réels, des multiples tentatives de règlement du passé. Perspectives for peace in Sudan in 2002 ? Can the new international situation following the 11th of September create the basis for a new attempt to end the 19 year-long war in Somalia ? The American initiative analysed in this article appears to offer this hope. Yet it is handicapped by certain weaknesses : the internal divisions in the American political class, the weak determination of actors in the region to engage in a real mediation, the uncertainty about whether the warring parties will opt for a political solution. For a lasting resolution to be achieved, the entire Sudanese political field and the demands of all the actors will need to be taken into account, and the fragile but real progress of past peace processes will need to be integrated into the present attempt.
