| Résumé |
La « petite corruption quotidienne », banalisée et systémique, observée au sein de la sphère publique au Bénin, au Niger et au Sénégal, est fortement liée au « fonctionnement réel » quotidien des services de l'État. En identifiant les formes élémentaires et les stratégies de la corruption, les auteurs montrent qu'elles sont enchâssées dans un contexte « dysfonctionnel » de production de services publics et qu'elles trouvent leur légitimation dans des logiques sociales et économiques. La corruption concourt à un profond processus de transformation de l'État africain, qui va dans le sens d'une progressive privatisation et informalisation des services publics. Everyday Corruption in West Africa The widespread and systematic “smallscale everyday corruption” observed at the heart of the public sphere in Benin, Niger and Senegal is strongly linked to the “real” daily functioning of state services. In identifying the basic forms and strategies of corruption, the authors show how they are embedded in a “dysfunctional” context of the production of public services and that they find their legitimation in social and economic logics. Corruption contributes to a process of deep transformation of the African state, in the direction of a progressive privatization and informalisation of public services.
