La signature des Accords sur les ADPIC en 1995 relance le débat sur l'accès aux médicaments anti-sida dans les pays en développement. S'engage alors un jeu à niveaux multiples mettant en présence des acteurs et des intérêts nombreux. La Commission européenne tente de démêler l'écheveau en invitant les acteurs non étatiques autour d'une table ronde. Cet échelon de négociation efficace relaie les revendications des ONG. Il offre un exemple original de multilatéralisme « par le bas » et d'association des ONG au travail des organisations internationales occidentales depuis la fin de la seconde guerre mondiale. The Round Table of the European Commission on Access to anti-AIDS drugs: an Original Example of Interaction between NGOs and International Bodies. The signature of the TRIPs Agreement in 1995 reopened the debate on the access to anti-AIDS drugs in Third World countries. A multi-level game was engaged between many actors with diverging interests. The European Commission attempted to disentangle this web by inviting the nongovernmental actors to a round table. This efficient level of negotiation meant that NGO demands could be passed on.
