Cet article se focalise sur les ambivalences du processus de démocratisation mis en avant par les élites de la République du Haut-Karabagh (RHK) afin de renforcer leur légitimité face au déficit de reconnaissance internationale du territoire. Il montre aussi comment les élites locales modifient les conditions de sortie du conflit en promouvant une politique de citoyenneté exclusive qui « ethnicise » l'enclave et empêche un éventuel droit au retour des déplacés azéris. Malgré une réalité en trompe-l'œil, tant la démocratisation de façade que la politique de citoyenneté ont pour but stratégique de défendre la souveraineté interne de l'entité. L'ambivalence de ces processus s'explique par la nécessité de créer une entité dotée d'une identité propre, tout en maintenant une ambiguïté entre indépendantisme et volonté de rattachement avec l'Arménie. This article focuses on the ambivalences of the democratization process emphasized by the elites of the Nagorno-Karabakh Republic (NKR) in order to strengthen their legitimacy facing the lack of international recognition of their territory. The author also points out how the local elites modify the conditions of the post-conflict processes by promoting a policy of exclusive citizenship which “ethnicizes” the enclave and impedes a possible right of the return of the displaced Azeri. Despite a reality in smoke and mirrors, the strategic goal of both the sham democratization and the citizenship policy is to defend the intern sovereignty of the entity. The ambivalence of these processes is explained by the necessity to create an entity with its own identity, while maintaining some ambiguities between the struggle for independence and the will to integrate Armenia.`np pagenum="031"/b Source : Éditeur (via Cairn.info) |
