L'article se consacre aux sources du deuxième congrès de La Haye (1953) et à son déroulement. Le deuxième congrès trouve son origine dans l'Assemblée ad hoc, créée dans le contexte du traité de la Communauté européenne de défense (CED), et visant à élaborer une communauté politique européenne. Face aux tergiversations de différents gouvernements et partis politiques quant à la ratification du traité CED, le second congrès de La Haye fut convoqué, en réunissant les organisations de la « société civile européenne », afin d'affirmer devant l'opinion publique la nécessité d'une communauté politique européenne. The paper presents the reasons for the second Hague Congress (1953) and its main events. This Congress finds its origins in the Ad Hoc Assembly, created in the framework of the European Defence Community treaty, and aiming at working out a European Political Community. Confronted to the prevarications of some governments and political parties regarding the ratification of the EDC, the Second Congress was convened between European civil society organisations, in order to assert the necessity of a political community in front of the public opinion.
